Secuoyah Nuclear Plant, Units 1 and 2 - Denial of Technical Specification Change Concerning the Ooerability of the Auxiliary Feedwater Purps Ey letter dated July 24, 1986, the Tennessee Valley Authority (TVA) proccsed changirg the Technical SDecifications for Sequoyah Units 1 and 2 to delete the values of differential pressure f rom Surveillance Requircrents 4.7.1.2.a.1 and 4.7.1.2.a.2. These values prcve operability of the motor driven and steam turbine drhen auxiliary feedwater (AFW) pumps. The TVA proposal was promoted by a change in differential pressure when two pressure control valves on the discharge side of the motor-driven AFW purros were removed due to maintenance problems and replaced with cavitating venturis, ar;d a desire to maintain the prescribed differential pressure values in appropriate plant instructions rather than the plant Technical Srecifications.

The staff has reviewed the TVA request and concludes that the proposal dces rot follow appropriate recuirements. It is the staff's position that the ditferential pressure values should be retained in the Technical Specifications in accordance with Part 50.36(c)(3) of Title 10 of the Cooe of Federal Regulations. In particular, 50.36(c)(3) defines the Surveillance Re-quirements as necessary to ensure the quality 7f systerrs and cor.conents is maintained. Surveillance Requirements 4.7.1.2.a.1 and 4.7.1.2.a.2 are in-tended to prove the operability of the AFW purros.

Acd1tional staff guidance is giver in NUREG-0737, " Clarification of TM1 Action Plan Requirerrents," Iter II.E.1.2 and Generic Letter P3-37 Therefore, the staff finds the preposed amendment unacceptable.

S. Nuclear Regulatory Comission (the Comission) has cenied a re-quest by the licensee for amendments to Facility Operating License Nos. DPR-77 and DDR-79 issued to the Tennessee Valley Authority (the licensee) for operation of the Sequcyah Nuclear Plant, Units 1 and 2 (the facility), located in Hamilten County, Tennessee.

The proposed amendments would have deleted the differential pressure values tron Surveillance Requirements 4.7.1.2.a.1 and 4.7.1.2.a.2. These values wculd have been placed in the appropriate plant instructions where changes would have to be evaluated against the criteria given in 10 CFR 50.F9(a)(2). Notice of consideratier of issuance of these amendnents was published in the FEDERAL REGISTER on August 27, 1986 (51 FR 30582). The licensee's apolicttien for the arer.drerts was dated July 24, 1986.

Tre request was found unacceptable since the proposal does not reet the requirementsof10CFR50.36(c)(3). The differential pressure values should be retained in the Technical Spcrifications in accordance with 50.56(c)(3) in order to prove the operability of the auxiliary feedwater pump.

The licensee was notified of the Comission's denial of this request by letter dated January 6, 1987
