Response to Generic SER on SQUG Resolution of Unresolved Safety issue A-46

REFERENCE:

NRC Letter from Shao to Smith Dated 7/29/88 (G-88294)

Gentlemen:

On July 29, 1988, the NRC Staff issued a Safety Evaluation Report (SER) on Revision 0 of the Generic Implerentation Procedure (GIP) for Seismic Verification of Nuclear Plant Equipment developed by the Seismic Qualification Utility Group (SQUG). The letter to 50VG enclosing the SER requests that SQUG mer.ber utilities provide to the NRC, within 60 days of receipt of this letter, a schedule for implementing the GIP. This letter responds to the NRC request for our plant-specific seismic verificatien plans for fort St. Vrain.

As members of SQUG, PSC has supported the many efforts used in developing the GIP. The SER endorses the methodology and criteria embodied in Revis'on 0 of the GIP, subject to satisfactory resolution of a number of open issues and NRC coments. Action by SQUG and its resolve the identified open issues and contractors is underway to comrents in accordance with the GQUG schedule presented at the August 10-11, 1988 meeting with the NRC staff. The GIP is tcheduled to be reissued twice in a phased approach to incorporate the remaining open issues, revision 2 of the GIP vill contain allatof the SQUG information needed to implcrent the US! If the NRC's supplement SER covering Revision 2 of tne GIP has no open items and is issued by mid 1989, then PSC's plant walkdown at Fort St. Vrain is expected to be completed during the fifth refueling outage, scheduled for January thru February 1991. and training of plant walkdown team members will be completed prior to the start of this outage.

PSC's current implementation plan and schedule, as described above, are based on the "SQUG Conmittrents" idericified in each section of the GIP. PSC does not anticipate any significant changes to the GIP with ,
