A meeting was conducted at the NRC Region II Office on December 16, 1986, to discuss corrective actions for training deficiencies noted during a licensee Training-Assessment. Enclosure 1 is a summary of this meeting. The attendees are listed in Enclosure 2.

It is our opinion that this meeting was mutually beneficial and provided for a better understanding of this important issue.

ENCLOSURE 1 MEETING

SUMMARY

Name of Licensee: Florida Power and Light Company Name of Facility: Turkey Point Units 3 and 4 License Nos.: DPR-31 and OPR-41 Docket Nos.: 50-250 and 50-251 The meeting was called at the request of the NRC due to concerns about the corrective actions taken with regard to General Employee Training (GET) and other training programs at Turkey Point. An NRC inspection (Report Number 50-302/86-46) was conducted at the site during the week of November 17, 1986 es a followup to the GET meeting held on October 29, 1986. During this inspection, the inspectors were provided with a report which was an internal assessment of the Training Department. This report identified 165 " findings" concerning the various Turkey Point Training Programs. This report raised the followino ouestions:

1. Many of these findings were issues previously identified in NRC inspection reports and therefore, was FP&L management taking appropriate, prompt corrective action?
2. Some of the findings may involve regulatory issues; had FP&L Management adequately investigated these specific findings?
3. In the October meeting FP&L stated that the problems uncovered with the GET examinations were not symptomatic of similar problems in other training areas; does this interr.al assessment refute that statement?

FP&L representatives made several presentations to address these questions.

Mr. Waylett discussed the findings 6nd recommer.dations made by an independent consultant and INP0 with regard to training program shortcomings. Mr. Miller presented the bases for their current situation, i.e. trying to be responsive to NRC and INP0 findings with limited resources, i

l Although time did not permit thorough discussions of many of the Assessment Report Items considered significant by the staff, FP&L made the following conclusions:

l a. The Assessment Report contained many findings that may not be valid i and the report should not be regarded as equivalent to a QA audit.

b. FP&L was confident that they could provide documentation that would resolve any of the items considered to have regulatory significance.
c. Since July 1986, FP&L has closed out 72 of the 165 issues in the report and in October, QA issued a Corrective Action Request (CAR) to l address all possible regulatory issues.

At the conclusion of the meeting, the NRC staff assured FP&L that their findings and corrective actions would be verified during future routine inspections.
