Dear Chairman Zech:

It has come to my attent1on that Public Services of New Hampshire has submitted revised evacuation plans as part of its application for a low-power license. These plans envision using utility staff to implement evacuations required to protect the public in areas where state governments have not participated in emergency planning.

It is highly doubtful whether public safety can be protected by non-government employees untrained in the performance of critical safety functions. Without state and local involvement, it is a charade.

Accidents can occur even with low-power operations, and i Americans everywhere want the assurance that if an accident ever does occur, emergency functions will be performed swiftly and competently by trained personnel.

Only state and local governments have the resources to perform this adequately; there is no substitute for their participation when it comes to protecting public safety. The

> substitution of such plans for real cooperation will only undermine public confidence in the nuclear licensing process.

The only solution is one that unequivocally puts safety first. I urge the Commission to approve no operatiog permits until we can address state and local concerns about the safety.
