  • Enclosed is an application for an Amendment to the Davis-Besse Nuclear Power Station, Unit Number 1 (DBNPS), Operating License Number NPF-3, Appendix A, Technical Specifications. This application requests that the cycle-specific core operating limits be removed from the DBNPS Technical Specifications (TS) and relocated to a Core Operating Limits Report (COLR) which vill document the specific values of parameter. limits resultLg from cycle-specific calculations.

This application is submitted in accordance with Generic Letter 88-16, Removal of Cycle-Specific Parameter Limits from Technical Specifications, dated October 4, 1988 (Log Number 2735), which requires that, for removal of cycle-specific limits from the Technical Specifications, the limits be

' determined using an NRC approved methodology- Babcock & Wilcox (B&V) has previously submitted and receifed NRC approval for Topical Reports BAV-10122A,.

Revision 1, " Normal Operating Controla" (approved by NRC Safety Evaluation Report (SER) dated April 20, 1984), and BAV-10118A, " Core Calculational j

Techniques and Procedures" (approved by NRC SER dated September 25, 1979).

These Topical Reports describe the methodology used by B&V to determine the operating limits for axial power imbalance ranges, control rod insertion ranges, axial power shaping rod insertion ranges, and quadrant power tilt limits, and in establishing limiting conditions for operation for the moderator temperature coefficient.

The application also requests that the methodology for calculating programmed rod positions, Attachment 3, be approved as it vill be utilized in determining

[' the parameters to be used in the COLR for the Rod Program of TS 3.1.3.7. This methodology is that utilized previously by B&V in calculating programmed rod positions. It should be noted that this methodology has also been requested to be approved in Florida Power Corporation's submittal for Crystal River Unit 3 dated March 22, 1989.

.The NRC issued a License Amendment to Duke Power Company on January 26, 1989, for the Oconee Nuclear Station Core Operating Limits Report change request.

The Oconee Nuclear. Station was the lead plant for the B&W Owners Group regarding removal.of cycle-specific core operating limits from Technical Specifications. The enclosed application for DBNPS.is similar to the Duke Power proposal and that accepted by the NRC.

Toledo Edison requests this change be issued by December 1, 1989 in order that efforts to prepare and submit a Reload Report for-Cycle 7 for DBNPS are not unnecessarily taken. Implementation of the change is requested to be specified as prior to Mode 4 entry during startup from the sixth refueling outage.
