U.S. NRC INSPECTION REPORT NUMBER 70-36/89-202 This letter refers to the routine unannounced material control and accounting safeguards inspection of your activities authorized under NRC License Number SNM-33 conducted by Mr. G. E. Gundersen of this office or July 24-28, 1989. It also refers to the discussion of his inspection findings with members of your management at Combustion Engineering's Fuel Fabrication Plant at Hematite, Missouri on July 28, 1989.

The inspection included examination of activities related to your program for the control and accounting of special nuclear material in accordance with applicable requirements of Title 10, Code of Federal Regulations, Part 74,

" Nuclear Material Control and Accounting of Special Nuclear Material,' and pertinent license conditions as described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility personnel and observations by the inspector. {a Within the scope of this inspection, no violations or deviations or declining performance were identified.

InaccordancewithSection2.790(d)oftheNRC's"RulesofPractice,"Part2, 1 Title 10, Code of Federal Regulations, documentation of the findings of your control tind accounting procedures for safeguarding special nuclear material are exempt from public disclosure; therefore, the enclosed inspection report details will not be placed in the Public Document Room.
