Dear Dr. Kaiser:

This letter documents the public meeting held between ABB Combustion Engineering, Inc.,

Hematite Fuel Operations and the U.S. Nuclear Regulatory Commission (NRC) at the Hematite Plant on April 30,1998.

i The purpose of the meeting was to discuss the NRC's evaluation of the plant's performance in the five major a aas of safety operations, safeguards, radiological controls, facility support and licensing activities. The meeting also afforded you the opportunity to provide feedback to the NRC regarding your self-assessment and perception of the NRC performance review. We appreciated the information you provided during the meeting regarding your intentions to increase management oversight of your license operations to ensure regulatory and safety compliance. Specifically, we were encouraged to learn that your plant performance assessment targeted many of the program weaknesses identified in the NRC's assessment.

As a result of our assessment, we intend to increase our inspections in the areas of safety operations with an emphasis on your corrective actions program for all major areas, decrease our inspection in the area of radiological controls, and maintain normal inspection activities in other areas.
