NRC INSPECTION REPORT 70-36/99-201
Dear Mr. Sharkey:
This refers to the fire and criticality safety inspections by members of the Nuclear Regulatory Commission (NRC) lleadquarters staff and a contractor conducted on January 18 - 22,1999, at your Hematite, Missouri facility. The purpose of the inspection was to determine whether activities authorized by your license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staffidentified in the report.
- Areas examined in the inspection are identified in the enclosed report. Within these areas, the inspection consisted of selective examination of relevant records, interviews with plant personnel, and observation of activities in progress. Within the scope of this inspection, no violations were identified. One violation, nine inspector followup items, and two unresolved items were closed.
During this inspection, it was noted that you have experienced a substantial schedule slippage in meeting your Criticality Safety Program Upgrade (CSPU) and Integrated Safety Analysis (ISA) commitme.cs. It appears that this occurred due to the reallocation of criticality safety resources to other activities. You had previously informed the NRC of this problem in your September 25, 1998 CSPU Semi-Annual Status Report, and through several informal communications. It is our understanding based on a conversation with your Regulatory AfTairs Director, that you have kl taken action to return your CSPU and ISA programs back on schedule by September of 1999. If j
our understanding is not correct, please contact either myself or your license Project Manager.
