The enclosed June 22,1995, letter explained how the NRC staff planned to institute a round robin sample exchange program administered by the New Brunswick Laboratory (NBL) for i
verifying the quality of licensee urainum destructive measurement systems. It was anticipated that the fee recoverable activities of both NBL and NRC would be reduced leading to lower l
inspection costs and independent sample verification costs to the participants in the program, j
l Because the program has in fact lowered direct inspection costs and independent sample

verification costs, the NRC plans to continue the program in its present form.
