NRC llEADQUARTERS INSPECTION OF Tile NUCLEAR CRITICALITY SAFETY PROGRAM -INSPECTION REPORT 70-36/98-203

Dear Mr. Sharkey:

This refers to the nuclear criticality safety inspection conducted by a member of the Nuclear Regulatory Commission (NRC) Headquarters staff conducted on August 4 - 7.1998, at your IIematite, Missouri facility. The purpose of the inspection was to determine whether activities authorized by your license were conducted safely and in accordance with NRC requirements. At

the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.

Within the areas examined, the inspection consisted of selective examinations of procedures and representative records and interviews with plant personnel to determine the status and adequate implementation of your Criticality Safety Program Update (CSPU), and to followup on previously identified inspection findings. During the inspection, one unresolved item and one non-cited violation were identified. The unresolved item involves the need to identify the Uranyl Nitrate tank in the Recovery Area as a single parameter control component. However, since this item is unresolved, no response regarding this issue is currently required. For the remaining areas of the CSPU that were reviewed, it appeared that you were adequately implementing the commitments in a safe and timely manner.
