Gentlement Enclosed is an application for an Amendment to the Davis-Besse Nuclear Power Station, Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications. Also enclosed are requerted changes to the Bases. As previously discussed with Mr. T. V. Vambach, NRC/NRR Davis-Besse Senior

- Project Manager, and as explained below, expeditious Nuclear Regulatory Commission (NRC) review and approval of this' License Amendment Application is required to avoid an unscheduled plant shutdown of Davis-Besse Nuclear Power Station, Unit Number 1.

This application requests that Technical Specification 3/4.7.7, Snubbers, and the associated Bases section, be revised to reflect the changes attached. The proposed changes involve revising the 18-month inspection interval for functional testing of snubbers to allow for an increased interval up to a maximum of 30 calendar months. The Technical Specification requirement that all snubbers be functionally tested at least once every 15 years vill be retained. This vill be accomplished by proportionally increasing the initial sample size for those inspection intervals which exceed 18 months. For those inspection intervals less than or equal to 18 months, a minimum of 10% of the snubber population vill be functionally tested. The proposed change also deletes the applicability of Technical Specification 4.0.2 from Technical Specification 4.7.7.2.

p. .. .- Lic': nee Numbar NPF-3 Serial Number 1646' Page 2 The next functional testing of the snubbers is due to be completed by September 15, 1989, as a result of the application of the requirement of-Technical Specification 4.0.2b. An unscheduled plant shutdown vould be necessary to perform the required snubber functional testing. Therefore, Toledo Edison requests expeditious NRC action to support issuance of the Technical Specification Amendment, along with the Bases changes, by July 31, 1989, for implementation within 45 days thereafter.
