1.0 OILTEcTIVE 1.1 Each emergency feedwater (EFW) system shall be demon-strated OPERABLE aonthly by:

1.1.1 a. Verifying the actor-driven pump (EFP-1) develops a discharge pressure 21100 psig on recirculation flow.

b. Verifying the turbine-driven pump (EFP-2) with the secondary steam pressure 2200 psig develops a discharge pressure 21100 psig on recirculation flow.

1.1.2 Independently verifying that each valye in the flow path is in its correct position.

1.1.3 Verifying that the following locally installed remote shutdown monitoring instrumentation channel is demon-strated OPERABLE by performing a channel check:

a. Motor-Driven EFW Pressure (EF-2-PI).

1.1.4 Verifying that EFP-1, EFP-2, and each associated check valve, motor-operated valve, and air-operated valve, satisfy their respective criteria set forth by the ASME Boiler and Pressure Vessel Code Editions and Addenda of Section XI, subsection IWP or IWV, as outlined in Technical Specifications (TS) 4.0.5.

1.1.5 Verifying that the steam driven and motor driven pumps are capable of starting automatically from the EFIC EFW actuation matrix pushbuttons in the Main Control Room. (This verification, in conjunction with SP-416, satisfies the refueling outage require-ment for automatic pump start upon receipt of the applicable test signals).

4.0 Ac ND?inct cmYTraYa 4.1 EFP-1 develops a discharge pressure 21100 psig on recirculation flow.

4.2 With the secondary steam pressure >200 psig, EFP-2 develops a discharge pressure 21100 psig on recirculation flow.

4.3 Each valve (manual, power-operated, or automatic) in the flow path is in its correct position and has been independently verified to be in its correct position.

l 4.4 The remote shutdown monitoring instrumentation EF-2-PI channel is demonstrated OPERABLE.

4.5 The data for EFP-1 and EFP-2 are within the NORMAL RANGE limits as specified on the data sheets.

4.6 EFP-1 is capable of being powered from an OPERABLE emergency bus.

4.7 Each check valve, specified on the data sheets, is demonstrated OPERABLE by verifying that the disk moves away from the seat when closing pressure differential is removed and flow is initiated.

4.8 All bearing oil levels are within required ranges.

4.9 For the refueling outage requirement, both pumps start automatically upon an EFIC EFW actuation matrix test signal.

4.10 Each motor-operated or air-operated valve shall be demonstrated OPERABLE by actuating to the position designated on the valve data sheet within the maximum allowable stroke time limit.

O 6.4 For the refueling outage test (Mode 4), steam supply for EFP-2 must be aligned to receive steam from Crystal River Unit 1 or 2, per OP-606.

6.5 If SP-349 is being performed on EFP-1, and it is not the first month of the quarter (i.e., it is not January, April, July, or October), then perform Sec-tion 9.1, Monthly Requirements of EFP-1.

6.6 If SP-349 is being performed on EFP-1, and it is the first month of the quarter (i.e., it is January, April, July, or October), then perform Section 9.2, Quarterly Requirements of EFP-1.

6.7 If SP-349 is being performed on EFP-2,,and it is not the first- month of the quarter (i.e., it is not January, April, July, or October), then perform Sec-tion 9.3, Monthly Requirements of EFP-2.

6.8 If SP-349 is being performed on EFP-2, and it is the first month of the quarter (i.e., it is January, April, July, or October), then perform Section 9.4, Quarterly Requirements of EFP-2 and Valve Exer-cising.

MOTE: Sections 9.1 and 9.2, and 9.3 and 9.4, will

, appear to be repetitive. However, as a result of quarterly requirements for ASME section XI, the performance of 9.2 and 9.4 will also satisfy these sonthly require-ments, too.

7.0 pmmf- T N fMATION 7.1 This procedure is designed and written to be performed by Nuclear Operators reporting directly to the Shift Supervisor.

7.2 The Plant Operator should be in communication with the Control Room during performance of this proce-dure.

7.3 Other personnel (outside contractors, plant staff, j etc.) may be involved with data accumulation on I bearing temperatures and vibration, but they will be i

acting under the direct supervision of the Nuclear Shift Supervisor.

7.4 When performing this procedure, note that Section 9.0, Instructions, is divided into four subsections (9.1, 9.2, 9.3, and 9.4).

7.4.1 Subsection 9.1 will satisfy sonthly requirements on I

! EFP-1.

7.4.2 Subsection 9.2 will satisfy monthly requirements and also ASME Section XI quarterly requirements on EFP-1.

NOTE: Keep the governor oil level between the lines on the glass of the oil level gauge when the turbine is running. The oil should never be above the line where the case and column castings meet. Oil above this l'evel will be ,

churned into foam by rotation of the flyweight head. The governor can run safely with the oil level quite low in the gauge glass.

ENCLOSURE 1 EFW OVERFILL BYPASS AND RESET The EFIC system is provided with EFW OTSG overfill protection. Each EFIC high level transmitter controls one of the four EFIC control valves or one of the four EFIC block valves. In an overfill condition, the vector module in the appropriate EFIC channel will indicate a SGA or SGB valve to be closed. The EFW overfill limit bypass will re-open the isolated valve.

To bypass the EFIC EFW overfill logic, perform the following steps in sequence:

1. Identify the EFIC cabinet whose vector module (vector modules are labeled "V") SGA/SGB EFW valve position indication lights show a CLOSE light flashing.
2. Insure that an EFIC EFW actuation has F_QI occurred (and is not desired).
3. place the VECTOR TEST toggle switch (located on the EFW trip module -

, trip modules are labeled 'T*) in E.QIli EFIC channel "A" AF_Q "B" to the ON position.

NOTE: Performance of this step does not start EFW pumps but the EFIC control valves will be activated to maintain a level setpoint (they will probably close).

4. In the specific EFIC channel on the vector module, place the EFW OVERFILL LIMIT switch to BYPASS.
5. The EFW valve may be opened. The block valve may require an open signal from the control switch.

l MOTE: The EFW BYPASS light on the vector module and the EFW OVERFILL LIMIT BYPASS light on the respective EFIC channel alara panel will begin to flash.

NOTE: The EFW OVERFILL BYPASS will AUTO RESET when the indicated OTSG level lowers below its setpoint (86%).
