IF THIS CONDITION OCCURS DURING A NORMAL PLANT COOL DOWN THEN ES MUST BE BYPASSED IN ORDER TO PREVENT INADVERTENT ACTUATION. IF, HOWEVER A PLANT TRANSIENT IS IN PROGRESS THIS ALARM INFORMS THE OPERATOR THAT ES ACTUATION IS IMMINENT.
