The purpose of this FCN is to provide the permanent events recorder alarm for the new 86B EDG breaker lockout relay. A temporary events recorder point was used in the MAR because there were no spare cables available. This FCN installs new cable for the permanent alarm and also installs new terminal blocks in the 4160V ES switchgear 3A12 and 3B3. This is discussed in the MAR Design Activity Description.

An Events Recorder / Annunciator Window will be provided for each new device 86B EDG breaker lockout relay. The temporary alarms were provided by a contact from each new EDG breaker lockout relay in parallel with existing events recorder alarm point 568 Diesel Generator A Breaker 3209 Auto Trip"and point 571 Diesel Generator B Breaker 3210 Auto Trip". This parallel contact will be removed from these event recorder points andRp~

4. Seismic Qualification of the added components, which are theLierminal blocMlockout relays, indicating light, fuses, and fuse blocks to be located in the 4160 VAC Train A and Train B switchgear breakers 3209 and 3210, is in accordance with IEEE-344-1975.

The lens cap of the GE ET-16 Indicating lamp is replaced with a white lens cap that was purchased as non-safety related. The lens cap is screwed on the indicating lamp the same way as the lens cap that comes with the safety related lamp. The function of the lens cap is to give color to the lamp, therefore it is acceptable to replace the lens lamp to provide a different color.

5. The essential equipment being modified by this MAR is the tripping parameters of the EDG and the EDG output breaker. A new EDG breaker lockout relay will be added at the EDG breakers 3209 and 3210. The following 600 series drawings are included as interim drawings to this MAR; 600-062 sheets 12,13, and 15. CIDP 97091607 will be generated to update CMIS. 10CFR50.49 is not applicable to this MAR as the zones where the equipment is located are classified as MILD. Refer to item 6 below. The effect of this modification on essential equipment is that the only protective relays that will trip the EDG engine are the generator differential relays. The generator differential relays and p the other protective relays that previously tripped the EDG engine will now trip the EDG output t I breaker only. Justification for this is included in the SA-USOD, and items 2 and 15 of this DIR.

Environmental Data Zone # 43 rev. interim 97-05, which is a Mild Environment Zone, is for the 4160 VAC ES Switchgear rooms in elevation 108 of the Control Complex. Environmental Data Zone # 27 rev. 8, which is a Mild Environment Zone, is for the EDG Control room area of the EDG building.

Equipment added meets the environmental conditions of these zones.

FcM 2 Busmann fuse blocks 2607 3 poles,2604 2 poles, and 2601 1 pole are installed in the 4160V ES Switchgear, Remote Shutdown Panel, and Remote Shutdown Auxiliary Relay Racks. These cabinets are on the same Control Complex elevation as the 4160V ES Switchgear. Reference Patel Engineers Technical report PEl-TR-82-8-8, PEl-TR-82-8-16, and PEl-TR-82-8-17.

J The terminal blocks that are being installed are of the same type, States type ZWM, as are presently installed in the 4160V ES Switchgear by original design. The Seismic report of the 4160V ES Switchgear is in calculation E69-0001. Terminal blocks States type ZWM are also installed in the remote shutdown Panel auxiliary racks located in the 4160V Switchgear rooms. These terminal blocks were qualified per Patel Engineers Technical reports PEl-TR-82-8-7, PEl-TR-82-8-16, and PEl-TR-82-8-17. These Patel reports also reference the Acton States terminal blocks report no. 15809-82.

( The mounting hardware is per the Bill of Materials items 2,3, and 4. The seismic installation of the terminal blocks is addressed by calculation S-97-0288 revision 1.

13. Modification 80-09-13-01 added protective relaying trips to the EDG and EDG output breaker. MAR 97-08-01-01 changes the design philosophy of the protective relays that trip the EDG engine. MAR 97-08-01-01 will trip the EDG engine lockout relay on generator differential current only and install a new device 86B to trip and prevents subsequent closure of the EDG output breaker. This modification will install a new EDG breaker device-86 lock-out relay on the 4160V ES switchgear EDG breaker 3209 and 3210 cubicle. Device-51V AC time overcurrent relaying with voltage restraint, device-B6B/B1 lock-out relaying from each of the three bus offsite power source breakers, and the device-64DG generator ground relay from the EDG engine device-86 lock-out relay will be moved to the new EDG breaker device-86B lock-out relay.

In addition, the device-46DG negative sequence relay will be moved from the EDG breaker trip circuit to the new EDG breaker device-86 lock-out relay. The device-46DG negative sequence relay is being connected to the new EDG breaker device-86 lock-out relay to prevent EDG breaker cycling due to an unsymmetrical og erating condition. EDG breaker cycling could occur since the device-46DG negative sequence relay will reset after the EDG breaker trips. Next, the device-27 bus undervoltage relaying would re-close the EDG breaker (assuming the EDG had been the sole power source for the 4160V ES bus). If the unsymmetrical operating condition still existed (example: open conductor on a large auto-connected load motor), the cycle would repeat.

also be connected to the new EDG breaker device-86B lock-out relay. As before, the two device-86B1 lock-out relays are only functional after controlis transferred to the Remote Shutdown Panel. If a Main
