February 25, 1987 Florida Power and Light Company ATTN:. Mr. C. O. Woody Group Vice President Nuclear Energy Department P. O. Box 14000 Juno Beach, FL 33408 Gentlemen:

SUBJECT:

TURKEY POINT ACCELERATED REQUALIFICATION EXAMINATION REPORT -

50-250/0L-86-05 The NRC administered examinations on December 15-17, 1986, to employees of your company who hold licenses to operate the Turkey Point Nuclear Plant. At the conclusion of the written examination, a copy of the exam was left with your staff; at the conclusion of the site visit, preliminary findings on the operating examinations were discussed with those members of your staff identified in the Examination Report, Enclosure 1. i Copies of the written examination questions and answer key are included in this report as Enclosure 2. Facility comments regarding the written examination are included in this report as Enclosure 3.

Enclosure 4 is an Accelerated Requalification Program Evaluation Report summa-rizing the examinations administered during 1986 in response to the unsatisfactory evaluation from the February 1986 requalification examinations. The accelerated rcqualification program has proven to be effective in restoring the knowledge level of the operators and technical staff. However, a significantly low pass rate among the training staff is a major concern. Florida Power and Light needs to examine this problem area as well as the overall results and submit a response to the NRC documenting any deficiencies, their causes and the corrective actions to resolve them.

In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosures will be placed in NRC's Public Document Room.

Should you have any questions concerning this letter, please contact us.

Sincerely, bM6YVefMdi,YD SleY* Y'*
