APPENDIX A Crane Company - Chempump Division Docket No. 999001048/06-01' tiOTICE OF VIOLATION A. Section 21.21 of 10 CFR Part 21 states, in g6rt, "(a) Each.... Corporation,

... subject to the regulations in this part shall adopt appropriate procedures to: (1) Provide for: (1) evaluating deviations or (ii) inform-ing the licensee or purchaser of the deviation in order that the licensee or purchaser may cause the deviation to ba evaluated.... Notification stall be made to the Director, Office of Inspection and Enforcement, or to the Administrator of a Regional Office...." ,

Contrary to the above, Crane Company, Chempump Division did not have a procedure for evaluating and reporting defects and nonconformances relating to safety-related ASME Section III components (valves and pumps) for nuclear service manufactured'at their facility. The Quality Assurance Procedure, QAP-5 Rev. O dated April 13, 1983, only addresses " Reporting of Defects and Noncompliances in Delivered Components." (86-01-01)

This is a Severity Level IV violation (Supplement VII).

B. Section 21.31 of 10 CFR Part 21 states, in part, "Each..., corporation...

subject to the regulations in this part shall assure that each procurement document for a facility, or a basic component issued by him, her or it on or after January 6,1978 specifies when applicable, that the provisions of 10 CFR Part 21 apply."

Contrary to the above, the Crane Company, Chempump Division failed to pass down the requirements of 10 CFR Part 21 to the Abar Corp on purchase order no. 74390 in October 1982. The Abar Corp, supplied the Chempump Division with body and seat weldments and carbon steel with stellite. seat rings on 2"-900 lb. diaphragm operated globe control valves per drawing DB33993 Rev. A and part BP-10 per drawing DA 33767. The original order for the lobe valves was made by TVA, for the Browns Ferry Nuclear Plant.
