APPENDIX A Nuclear Energy Services Danbury, Connecticut NOTICE OF VIOLATION The inspection conducted on September 16-19, 1985, which was part of the NRC's review of outage activities associated with Cmaha Public Power District's Ft.

Calhoun facility, was performed to evaluate NES' quality assurance and engineering activities related to the design, procurement, manufacturing, testing and installation of steam generator nozzle dams.

In accordance with the General Policy and Procedure for NRC Enforcement Actions, 10 CFR Part 2, Appendix C, the violation of the requirements of 10 CFR Part 21 is stated below.

Section 21.2 of 10 CFR Part 21 requires, in part, that the regulations in Part 21 apply to each corporation and director and responsible officer of such organization that supplies basic components for a facility under Part 50 of this chapter of Title 10 of the Code of Federal Regulations. Section 21.31 of 10 CFR Part 21, dated January 1,1985, requires that each individual or corporation subject to the regulations in this part shall assure that each procurement document for a facility, or a basic component issued by him specifies, when applicable, that the provisions of 10 CFR Part 21 apply.

Contrary to the above, NES did not specify on purchase order No. N57605 that tha provisions of 10 CFR Part 21 apply to Reno Machining Company which procured material used for fabricating clamps in the steam generator nozzle dam assemblies (85-01-01).

This is a Severity level V violation (Supplement VII).
