SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-327/87-13 AND 50-328/87-13)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted b,

W. Tobin on March 2-6, 1987. The inspection included a review of activities

authorized for your Sequoyah Nuclear Plant. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violation, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation. This violation involves failure to follow security procedures

and is classified as a Severity Level IV violation.

At the March 6th exit meeting, the Sequoyah Plant Manager committed to the

completion of Design Change Request No. 2268 (upgrading of barriers in the  !

Control Room walls) prior to the startup of any Sequoyah unit. In a subsequent

telephone conversation on March 19, 1987, the licensee informed W. Tobin that

they were planning to submit a proposal to the NRC Office of Nuclear Materials

Safety and Safeguards which apparently would revise the Plant Managers commit-

ment. Please inform us within 30 days of this letter of your plans regarding

these barriers. Details of this commitment are considered Safeguards

Information arid are discussed in paragraph 3 of this report.

security measures are exempt from public disclosure; therefore, the enclosures

to this letter, with the exception of the report cover page which presents a

nonexempt summary, will not be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.
