2. VALVE L-OCKING CRITERIA 2.1 The majority of valvec locked in position on Unit One are locked to comply with the code of Federal Regulations and NUREG-0824. These deal with isolating containment on systems that penetrate containment. Valves may also be locked to assure an adequate flow path for emergency systems (suction, discharge valves, starting air or fuel for emergency generators), to prevent inadvertent discharge, to prevent inadvertent cross connecting of systems.

Valves can also be locked to prevent inadvertent operation (tampering) or to prevent'a throttled valve from changing position due to system flow or vibration.

Locking Technioues When components require the placement of a locking mechanism, the lock will be placed in such a way to prevent operation of the component from the required position. The strength and durability of the locking mechanism are to be commensurate with the consequence of mis-operation.

When components are to be in their off-normal position, the locking mechanism is not required to prevent component manipulation, however, it should be secured nearby so that it is not lost.

When locking chain operated valves, ensure the lock is close enough to the valve to prevent partial operation.
