NRC RESTART HOLDPOINTS SEQUOYAH NUCLEAR PLANT, UNIT 1 We have reviewed the enclosures to the letter dated July 18, 1988, from the Tennessee Valley Authority (TVA). These enclosures provided charts t f the heatup profile and the power ascension program for the restart of Unit 1 from its current outage. In these enclosures, TVA has identified five holdpoints:

Mode 4, Mode 2, 30% Power, 45% Power and 75% Power. Only two of these holdpoints are identified by TVA as NRC holdpoints: Mode 2 and 75% Power.

For Unit 2 restart, there were also NRC holdpoints at Mode 4, Mode 1 and 30% Power.

In order to ensure that the NRC is kept aware of plant status and that all the appropriate issues are discussed with the NRC and resolved prior to proceeding to the next power level, we have concluded that there will be NRC holdpoints for the restart of Unit 1 at Mode 4, Mode 2, 30% Power and 75% Power. We agree that there is not a sufficient need for an NRC holdpoint at Mode 1.

Please revise the restart plan and power ascension documentation for Unit 1 Also, ensure that appropriate personnel are aware of these revisions.

The reporting and/or recordkeeping requirements contained in this letter affect fewer then ten respondents; therefore, OMB clearance is not required under P.L.96-511.
