C. 20555 Subj ec t : License Amendment Application to Delete the Reference to Surveillance Requirement 4.0.5 from the Boric Acid Pumps Technical Specifications (TAC No. 68071)

Gentlemen Enclosed is an application for an Amendment to the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License No. NPF-3, Appendix A, Technical Specifications.

This application requests that the Technical Specifications be revised to reflect the changes attached. The proposed changes involve deleting the references to Surveillance Requirement 4.0.5, inservice inspection and testing of ASME Code Class 1, 2 and 3 components, from the boric acid pumps Technical Specifications. Becauae the boric acid pumps are part of the Chemical Addition System, and the Chemical Addition System is not requi'ed to function during an emergency condition, the boric acid pumps should not be required to be tested in accordance with Surveillance Requirement 4.0.5.

Toledo Edison requests that the Technical Specification Amendment be issued by February 28, 1989, for implementation within 45 days after issuance of the Amendment.

Enclosed is a check for $150 as required by 10CFR170.12(c) for a License Amendment application.
