Dear Ms. Johnson:

i On February 23, 1996, Commonwealth Edison Company (Comed) submitted its second 10-year Inservice Inspection (ISI) program and associated relief requests. In

.: c submittal, Comed requosted expedited rev'iew for Relief Requests 12R-ll and 12R-12. Relief Request 12R-11 was subsequently withdrawn by Comed on June 12, 1996; we authorized Relief Request 12R-12 on July 22, 1996.

Requests for Additional Information (RAI) were issued on June 13, 1996, October 16, 1996, and December 13, 1996. Comed provided its response to the first RAI on August 12, 1996, and its response to the second and third RAls on December 16, 1996. During the continuation of our review, we have identified the need for further information as discussed in the enclosed RAI. Please provide your response to the questions within 60 days of receipt of this request. .

1. The requirements of OMa-1988, Part 4, Section 2, per IWF-5200 pertain to preservice (pre-operational) examination of snubbers. In Relief Request 12R-13, the licensee states that similar requirements are included in the technical specifications (TS). Please identify the TS location for these requirements and describe their similarity with Part 4, Section 2 requirements or modify the relief request accordingly.
2. IWF-5400 requirements defer to 0Ma-1988, Part 4, and IWF-4000 for repair I and IWF-7000 for the replacement of snubbers. The Byron relief request l states that the repair and replacement requirements of IWF-4000 and 7000 '

will be met and snubber repair and replacement will be performed per the TSs in lieu of OMa-1988, Part 4, requirements. Please identify the TS location (s) that defines these requirements and describe how they replace the 0Ma-1988, Part 4, requirements.
