CONSOLIDATED EDISON COMPANY OF NEW YORK INDIAN POINT UNIT NO. 2 DRILL SCENARIO NO. 1985 OBJECTIVES A. Emergency Operations Facilities

1. Demonstrate the activation and staffing of emergency response facilities.

O Control Room (CR)*

o Technical Support Center (TSC) o Operational Support Center (OSC) o Emergency Operations Facility (EOF) o Corporate Response Center (CRC)

  • A separate non-operating watch organization will be identified and instructed as to the time to . report to the control room. This will ensure their availability to respond when the Chief Controller starts the drill.
2. Demonstrate Indian Point Unit No. 2's communication capabilities among the Control Room (CR), Technical Support Center (TSC),

Emergency Operations Facility (EOF), Operations Support Center (OSC) and Emergency News Center (ENC).

3. Demonstrate emergency communications capability between Indian Point Unit No. 2 and the State / County Warning Points includ!ng the Radiological Emergency Communications System (RECS-Hot Line).
4. Demonstrate the ability of Indian Point Unit No. 2 to coordinate, control and deploy radiological monitoring teams via
- the respective field communications system.

B. Alerting and Mobilization of Officials and Staff i:

1. Demonstrate the ability of Indian Point Unit No. 2 staff to

! classify actual or potential emergencies in accordance with Indian Point Emergency Plan Implementation Procedures as to:

o Alert o Site Area Emergency

2. Demonstrate the capability of Indian Point Unit No. 2 to notify 7

the State, local and Federal levels of government in accordance with Federal and established protocols.

SCENARIO NO. 1985

3. Demonstrate the capability to communicate technical information from Indian Point Unit No. 2 emergency facilities to the State and Counties. The extent of the interface with the offsite authorities will be limited due to the nature and scope of an onsite annual exercise. Indian ' Point Unit No. 2 will also demonstrate communicating with the NRC via the NRC Hot Line.
4. Demonstrate the capability of Indian Point Unit No. 2 to notify and activate emergency response personnel.

C. Emergency Operations Management

1. Evaluate the adequacy and capability of implementation of the Indian Point Unit No. 2 onsite radiological emergency plan.
2. Demonstrate the emergency response capabilities of Indian Point Unit No. 2.
3. Demonstrate the capability of Indian Point Unit No. 2 to implement its radiological emergency preparedness plan in a manner satisfying NRC acceptance criteria.

l 4. Demonstrate the ability of key emergency personnel at Indian Point Unit No. 2 to initiate and coordinate timely and effective decisions with respect to a radiological emergency, and clearly j demonstrate command and control functions at the station.

5. Demonstrate that there is effective organizational control (direction and control) and integrated onsite radiological emergency response including deployment of field monitors, and receipt and analysis of field data.

D. Accident Assessment

1. Demonstrate the ability of Indian Point Unit No. 2 to recnive and assess radiological data from field teams in accordance with the emergency plan implementation procedures.
2. Demonstrate the ability of Indian Point Unit No. 2 to calculate dose projections, compare the projections to the Protective Action Guides (PAGs) and determine appropriate protective actions.
3. Demonstrate the activation, operations and reporting procedures of Indian Point Unit No. 2 field monitoring teams dispatched beyond the site boundary.

E. Actions to Protect the Public

1. Demonstrate the capability of Inoian Point Unit No. 2 emergency personnel to assess the actual or potential exposure to radiation of the offsite population and to recommend appropriate Protective Actions.

F. Health, Medical and Exposure Control Measures

1. Demonstrate- our accountability practices as well as the

-capability to minimize Indian Point employee exposure in accordance with the provisions of the Indian Point Unit No. 2' onsite Emergency Plan Implementing Procedures. Accountability practices and exposure control measures will be limited to a small group of non-essential personnel within the protected area and the assembly areas at the Simulator Building and Con Edison Construction Office.

2. Demonstrate the decision process for limiting exposure of emergency workers.

1. NYS Warning Point will be only RECS participant therefore, roll call will have to be modified. Instruct Communicator before drill starts. They will receive only FORM 30 Part 1.
2. OCC phone number changed to 212-580-6765.
3. NRC to be notified via ENS hotline. If NRC tells us not to call anymore-so be it.
4. If required SWS/POM is to fill out PART II even though it will not be transmitted to NYS WP.
5. CR0 should make all required page announcements and calls but preceeded by "this is a drill".

1. Notification listed in both IP-1002 and the OCC manual need not be repeated.

OSC

1. IP-1027 designates Field Eng. assembly @ Adm. Serv. Conference Rm.

a.

2. OSC designated field team players as listed in IP-1023 sect. 2.1 will assemble at their section office space at the sound of the assembly alarm and then proceed to the OSC CAO to report in. The SFS and 3 NPO's should report to the OSC as the Operations contingent.
3. The Rad Prot Supervisor should obtain the latest whole body exposure computer run off. -
4. Players for the OSC have been limited by the scenario listing. If CAO questions numbers related to 2.1 of IP-1023, explain the difference, and inform him not to worry about it.
5. Simulate METCON Team requirements if the requirements can't be met.
6. There are 5 AO's appointed for interface with CAO during initial accountability only. All other communications with A0s will be simulated.
7. No additional personnel will be available to fill OSC positions.

Actions to secure additional personnel will be simulated.

8. When an individual is disqualified because of exposure, reinstate.
9. Damage control teams shall obtain tools and radiation protection equipment necessary to perform assigned tasks. Damage control teams assigned tasks in non-radiation areas shall report to the actual location and simulate performance of the task. Due to ALARA considerations, damage control teams assigned tasks in radiation areas shall report to the closest low radiation area and simulate entry to the work area and performance of the task. Use of Anti-C's and respirators shall be simulated.
10. A new coordinator form for use in drill as a test vehicle has been distributed at OSC Coordinator locations. Make this known to the 3 Coordinators.
11. 20 minutes after the order is given to the A0s to move personnel to the Buchanan Service Center, give the CAO the message that "All A0s have reported the successful relocation of personnel to the Service Center."

TSC

1. TSC Mgr. reports to TSC & reaches out for personnel at their assembly area (most all will be 72 at office area). Call or send individual to summon personnel.
2. If the TSC Mgr. does not remember the player's names it is perfectly alright for the Controller to give him the names.

E SECURITY

1. One guard for the EOF door will be required when requested by ED.
2. One guard and one vehicle will be required when requested by STHP.
3. Response to request for additional personnel will be simulated.
4. Securing the main gate and CGH will be simulated. All personnel

. wearing white aru bands (drill participants) seeking passage through the CGH will be stopped and treated as per emergency procedures.

5. A corporate security person will be simulated if requested through CRC.

GROUND RULES ADDENDUM FOR JUNE 5, 1985 DRILL F ,

EOF

1. NYS Warning Point will be the only RECS participant, therefore, roll call will have to be modified. They will receive only FORM 30 PART I. --
2. If required, ED is to fill out FORM 30 PART II & III even though they will not be transmitted to NYS WP.
3. Simulated transmittal time should be placed on FORM 30S.
4. NRC is to be notified via ENS hotline. If NRC does not desire further phone calls, no further notification will be given.
5. Telecopy numbers (EH&S) 739-7811 (REG-AFF) 737-3652 are to be used to simulate NYS & Counties.
6. The OCC number is 212-580-6765.
7. Central Substation Personnel Buchanan Sub Station are not participat-ing.
8. Liaison to NYS E0C will be simulated.
9. Interface on offsite agency protective action will be simulated by NYS Representative on the upper level of the EOF (737-7235).
