I am providing herewith exercise objectives for the Indian Point 3 Full-Stale Fnergency Preparedness Exercise currently scheduled for the week of March 20, 1988.
These objectivas are submitted in accordance with the guidelines established in William J. Lazarus' letter dated November 24, 1986.
This exercise will be ccnducted in accordance with 10CFR50 requirements.
The New York Power Authority intends to test fully the site response to a simulated emergency condition at Indian Point 3.
Active participation by New York State and the four surrounding Counties is anticipated.
Please be advised that this exercise will be unannounced and conducted during nornal working hours.
Attachment A' is the New York Power Authority objectives and Attachment
'B' is the Now York State and County objectives recently submitted to FEMA.
Because exercise scenario content is handled on a "need to know" basis, it will be transmitted under separate cover.
Interaction between the NRC staff and NYPA concerning the scenario development for this exercise is anticipated and welcomed.

ATTACHMENT "A" 1988 FULLSCALE EXERCISE INDIAN POINT No. 3 OBJECTIVES A.
PURPOSE This document provides guidance for the conduct ; of the 1988 Radiological Emergency Exercise at the Indian Point 3 Nuclear Power Plant (IP-3).
The scope of this exercise will endeavor to demonstrate by actual performance a number of primary emergency preparedness functions.
At uo time will the exercise be permitted to interfere with the safe operation of IP-3 and the plant management may, at their discretion, suspend the exercise for any period of time necessary to ensure this goal.
This exercise will include the appropriate notification to the Consolidated Edison, Indian Point 2 Nuclear Plant (IP-2).
Active participation by the IP-2 organization is net expected.
The exercise will include the appropriate notifications to Orange, Putnam,
- Rockland, and Westchester
- Counties, and New York State.
Active participation by the State and four Counties is expected.
B.
GENERAL OBJECTIVES The primary objective of the 1988 Fu11 scale Emergency Exercise is to evaluate the adequacy of the IP-3 Emergency Response Organization during a simulated accident occurring during normal working hours.
The scope of the exercise is sufficient to test the following emergency response capabilities:
1.
The ability of the IP-3 Staff to classify actual or simulated emergencies through the understanding of Emergency Action Levels (EALs) and Initiating Conditions (ICs).
2.
The ability of the IP-3 Staff to activate the Station'c Emergency Plan.
3.
The ability of the IP-3 Staff to respond to an emergency, make proper and timely notifications through four emergency classifications (NUE, Alert, Site Area Emergency, General Emergency), and activate the emergency response facilities in an efficient and timely canner.
4 The adequacy, effectiveness, and proper utilization of IP-3 Emergency Response Facilities (ERFs) and their emergency response equipment (Control Roem, OSC, TSC, EOF, JNC, and Recovery Center).
5.
The ability of the IP-3 Staff to formulat e and take the actions necessary to protect station personnel based on plant parameters, in-plant and onsite field surveys, and/or offsite field monitoring information..
A'ITACHMENT "A" 6.
The ability of the IP-3 Staff to formulate and make protective action recommendations to protect the general public based on plant parameters, in-plant and onsite field surveys, and/or offsite field monitoring information.
7.
The ability of the IP-3 Staff to evaluate the source term and make dose projections based on plant parameters and field surveys.
8.
Demonstrate the ability to effectively provide information to the news media and the general public in the event of an accident.
C.
SPECIFIC OBJECTIVES The following specific objectives are broken down by emergency response facility or function.
These objectives were used to develop the exercise scenario and provide an aid to drill observers to evaluate the exercise response.
1.
Control Room a.
Demonstrate the ability of the Control Room Staff to classify emergencies in accordance with Emergency Action Levels and Initiating Conditions to include NUE, Alert, Site Area Emergency, and General Emergency.
b.
Demonstrate the capability of the Control Room Staff to notify the State, local, and Federal levels of government in accordance with established protocols (RECS Line, NRC ENS Line).
c.
Dr.monstrate the capability of the Control Room Staff to activate the Station Emergency Plan and make appropriate notifications to activate emergency response personnel during an emergency.
d.
Demonstrate the capability to verbally communicate technical information to the OSC. TSC, EOF, and the NRC.
e.
Demonstrate the ability of the Shift Supervisor and/or Plant Operations Manager to initiate timely and effective decisions to mitigate the consequences of the event and clearly demonstrate l
"who is in charge".
f.
Demonstrate the ability of the Control Room Staff to adequately turn over control of the event upon activation of the Emergency Operations Facility (EOF).
g.
Demonstrate the ability to initially conduct and continuously maintain accountability as necessary.
2.
Operations Support Facility (OSC) a.
Demonstrate the capability of the appropriate IP-3 Staff to activate the OSC at the Alert Emergency Classification. ~-

Demonstrate the capability of the OSC Manager to initiate timely and effective decisions and demonstrate clearly "who is in charge".
c.
Demonstrate the capability of the OSC Manager and OSC Team Leaders to organize, brief, and dispatch Repair and Corrective Action Teams as necessary, d.
Demonstrate the capability of the OSC Staff to properly brief Repair and Corrective Action Teams regarding the possible biological effects of radiation exposure to 25 Rem and beyond (NRC Report #87-06, Inspector concern).
e.
Demonstrate the capability of the Health Physics organization to maintain proper radioJogical controls as necessary throughout the course of the event.
f.
Demonstrate the ability of the OSC Staff to verbally communicate technical information between the Control Room, TSC, EOF, and in-plant and onsite field teams.
g.
Demonstrate the ability to initially conduct and continuously maintain accountability as necessary.
3.
Technical Support Center (TSC) a.
Demonstrate the capability of the appropriate IP-3 Staff to activate the TSC at the Alert Emergency Classification.
b.
Demonstrate the capability of the TSC Manager to initiate timely and effective decisions and demonstrate clearly "who is in charge".
c.
Demonstrate the ability of the TSC staff to verbally communicate technical information between the Control Room, OSC, and EOF.
d.
Demcastrate the ability to initially cenduct and continuously maintain accountability as necessacy.
e.
Demonstrate the ability to perform core damage assessment based on available parameters.
f.
Demonstrate the ability to perform engineering evaluations of required corrective actions.
4.
Emereeney Operations Facility (EOF) a.
Demonstrate the capability of the appropriate IP-3 Staff to activate the EOF at the Site Area Emergency Classification or Sooner.
l h.
Demonstrate the ability of the Emergency Director to assume control of the event from the Control Room staff, initiate timely decisions and demonstrate clearly "who is in charge". -_
ATTACHMENT "A" c.
Demonstrate the ability of the EOF Staff to notify the State, Local, and Federal levels of government in accordance with established protocols (RECS Line, NRC ENS Line).
d.
Demonstrate the ability of the EOF Staff to verbally communicate technical information to the Control Room, OSC, TSC, the Joint News Center, Recovery Center, the NRC, and participating offsite agencies.
e.
Demonstrate the ability of the EOF Staff to evaluate the source term and make dose projections based on plant parameters, onsite/offsite field survey information, meteorological data, and other simulated information made available by exercise controllers.
f.
Demonstrate the ability of the EOF Staff to formulate and take the actions necessary to protect station personnel based on plant parameters, in-plant and onsite field surveys, and/or offsite field monitoring information.
g.
Demonstrate the ability of the EOF Staff to formulate and make protective action recommendations to protect the general public based on plant parameters, in-plant and onsite field surveys, and/or offsite field monitoring information.
h.
Demonstrate the ability to initially conduct and continuously maintain accountability as necessary, i.
Demonstrate the capability to coordinate with County Officials at the Westchester E0C the evacuation of non-essential site personnel.
5.
Security a.
Demonstrate the ability of the Security Force to control site access and site evacuation as directed by the Emerge,cy Director.
6.
Accountability a.
Demonstrate the ability to conduct accountability of personnel l
within the Indian Point 3 protected area within 30 minutes.

7.
Public Information a.
Demonstrate the capability of the Public Information Staff at the IP-3 site to provide clear and concise information to the Joint News Center during all phases of the exercise.
b.
Demonstrate the ability to develop and release clear, accurate, concise, and timely news releases (NRC Report #86-06 Inspector concern). [
ATTACHMENT "A" c.
Demonstrate the ability of Power Authority staff at the Joint News Center to brief the news media in a clear, accurate and timely manner.
d.
Demonstrate the ability of Power Authority staff to participate in advance coordination of information released at the Joint News Center.
e.
Demonstrate the ability of Power Authority staff at the Joint News Center to establish and operate rumor control in coordination with State and County representatives.
f.
Demonstrate the ability of Power Authority staff at the Joint News Center to carry out effective media monitoring operation.
8.
Recovery Center a.
Demonstrate the ability r2 Headquarters Staff to activate the Recovery Center in accordance with procedures.
b.
Demonstrate the ability of the Recovery Center Engineers to interface with the TSC on cechnicel issues, c.
Demonstrate the ability to assume control of the event during the Recovery Phase of the exercise.
9.
Post-Accident Sampling System (PASS) a.
The PASS system will not be tested during this drill.
The time compression of this exercise is such that a "real time" use of the PASS system is unrealistic.
Complete PASS data will be provided to the TSC staff in a field report for the purposes of evaluating core damage assesment.
The PASS is tested annually outside the time frame of the scheduled exercise and NRC evaluation at this time is welcomed.
The next scheduled PASS drill la January 12, 1988.

Exercise Control and Evaluation a.
Demonstrate the ability of exercise controllers to referee the exercise in acesrdance with the prescribed scenario time line, b.
Demonstrate the ability of exercise controllers to provide scenario data and answer questions without prompting exercise
- players, c.
Demonstrate the ability of exercise observers to adequately critique exercise performance.
ATTAChTENT "A" D.
INTENT The New York Power Authority plans an unannounced fu11 scale exercise of its Emergency Plan during normal working hours the week of March 20, 1988.
The exercise is intended to demonstrate many of the IP-3 capabilities to respond to a wide range of emergency conditions.
This scenario is designed to activate the IP-3 and Headquarters Emergency Plans through their various action levels.
Although this scenario accurately simulates operating events, it is not intended to assess all of the operators' diagnostic capabilities but rather provides sequences which ultimately demonstrate the operators' ability to respond to events and which results in exercising emergency plans and pracedures.
Free play is encouraged and the controllers will interfere only if operator / player action pretaturely terminates the exercise or excessively deviates from the exercise schedule.
E.
MAINTAINING EMERGENCY READINESS During the performance of an exercise, the ability to recognize a real emergency, terminate the exercise, and respond to the new situation must be maintained.
Therefore, the exercise scenario and actions of participants shall not include any actions which degrade the condition of systems, equipment or supplies, or affect

10/87 ATTACEMENT 'B' EXERCISE OBJECTIVES FOR THE 1988 INDIAN POINT EXERCISE NEW YORK STATE State Emergency Operations Center (SEOC)
SEOC-1 Demonstrate the ability to mobilize staff and activate facilities (CO-1) promptly.
Guidelines:
Proper use of call-up procedures, and timely arrival of staff and setting up of EOC.
SEOC-2 Demonstrate the ability to fully staff facilities and maintain (CO-2) staffing around the clock.
Guidelines: A shift change, by roster, must be demonstrated.
SEOC-3 Demonstrate the ability to make decisions and to coordinate emergency (C0-3) activities.
Guidelines:
Individual acting in command and control for decision making must be clearly in charge, taking into account all critical parameters (e.g., evacuation time estimates, available resources, met data, etc.).
SEOC-4 Demonstrate the adequacy of facilities and displays to support (CO-4) emergency operations.
Guidelines:
Ensure measures are in place to control access to EOC areas; identifcation badges are verified; ingress and egress logs are maintained. Messages are transmitted in an accurate and timely manner to be properly logged, status boards are accurately maintained and updated, appropriate briefings are held and incoming personnel are briefed.
Sufficient equipment (e.g.,
furniture, space, lighting, telephones and status boards) should be nvailable.
SEOC-5 Demonstrate the ability to communicate with all appropriate locations, (Co-5) organizations, and field personnel.
Guidelines:
Communications include RECS line, executive hot-line, RACES, radios, telefax, and com=ercial lines.
The RECS line will be used as the primary system to receive information and verify the initial and follow-up emergency notification from the licensee.
(Note: No simulated failures are to be evaluated. Back-up systems are to be used in the event of actual failure of primary systems).

10/87 ATTACMiENT 'B' SEOC-6 Demonstrate the ability to identify the need for, request and obtain (C0-32)
Federal assistance.
Guidelines:
This issue will be evaluated as a comand and control function.
The decision maker will be asked about the circumstance under which he would request Federal assistance.
SECC-7 Demonstrate the ability to project dosage to the public via the plume (C0-10) exposure, based on plant and field data, and to determine appropriate protective actions based on PAG's, available shelter, evacuation time estimates, and all other appropriate factors.
Guidelines:
The New York State Department of Health will provide primary support for this objective.
Dose assassment and accident evaluation personnel will provide recomendations to the decision raker based upon the utility recomendations,
independent recomendations from accident assessment group and of f-site factors.
Comand and control will make decision based on inputs from the various sources.
All factors will be carefully analyzed before a decision is made.
SEOC-8 Demonstrate the ability to make the decision, based on predetermined (C0-21' criteria, whether to issue KI to emergency workers and/or the general population.
SEOC-9 Demonstrate the ability to supply and administer KI, if the decision (C0-22) has been made to do so.
Guidelines:
The decision-making process for KI will be discussed after the release occurs.
In the event the scenario does not yield a significant iodine release that warrants KI usat amergency workers should know who will direct them to take KI.
SE0C-10 Demonstrate the ability to alert the public within the 10-mile EPZ, (C0-13) and disseminate an inital instructional message within 15 minutes.
Guidelines:
Coordination between State and counties for decision and county implementation of activating sirens (simulation), tone alert (simulation),
and the subsequent broadcast of the EBS message (simulation).
SEOC-11 Demonstrate the ability to provide advance coordination of information (CO-25) released.
Guidelines:
Coordination among State and counties for subsequent instructions to the public (if required).

The County Warning Point will receive initial call, according to the plan subsequent calls will be received by the E0C.
Communications include RECS line, executive command line, RACES, radios, telefax, and commercial lines.
The RECS line will be used to receive information from the licensee.
The commercial telephone will be used as back-up.

No simulated failures are to be evaluated.
Back-up systems are to be used in the event of actual failure of primary systecs).

20/87 ATTACHMENT 'B' EOC-6 Demonstrate ability to project radiation dosage to the public via (C0-10) plume exposure, based on plant and field data, and to determine appropriate protective measures, based on PAG's available shelter, evacuation time estimates, and all other appropriate factors.
Guidelines:
The County Radiological Officer will have the lead responsibility for this objective.
Dose assessment and accident evaluation personnel will provide recommendations to the decision maker based upon utility recommendations, independent recommendations from accident assessment group and off-site factors. Command and control will make decision based on inputs from the various sources.
All factors will be carefully analyzed before a decision is made.
EOC-7 temonstrate the ability to alert the public within the 10-mile EPZ, (Co-13) and disseminate an initial instructional message, within 15 minutes.
Guidelines:
Coordination between State and counties for decision and county implementation of activating sirens (simulation), tone alert (simulation),

EOC-10 Demonstrate the organizational ability to deal with impediments to (Co-16) evacuation, such as inclement weather or traffic obstruction.

10/87 ATTACHMENT 'B' Westchester, Putnam, Rockland, Orange Counties FIELD ACTIVITY CFA-1 Demonstrate the ability to mobilize staff and activate facilities (CO-1) promptly.
Guidelines:
Proper use of call-up procedures, and timely arrivc1 of staff and setting up the Reception Center, Congregate Care Center in accordance with respective plan notification procedures.
CFA-2 Demonstrate the ability to mobilize and deploy field monitoring teams (CO)-6) in a timely manner.
Guidelines:
Proper use of the call-out system, equipment check-out, team briefing on current status and dispatching to radiological field monitoring sample points.
CFA-3 Demonstrate appropriate equipment and procedures for determining (C0-7) ambient radiation levels.
Guidelines:
Team members shall set-up and operate the instruments correctly including recording of data and reporting of data to the EOC.
CFA-4 Demonstrate appropriate equipment and procedures for measurement of (CO-8) airborne radioiodine concentrations as low as 10-7 microcuries/CC in the presence of noble gas.
Guidelines:
Teams shall set-up equipment and collect an air sample, read the sample and record the data, and transmit the data to the.EOC.
CFA-5 Demonstrate the organizational ability and resources necessary to (CO-15) manage an orderly evacuation of all or part of the plume EPZ.
Guidelines:
Messages will be inserted at the County EOC to the Command and Control.
Information will be passed to the appropriate agency for action and dispatching of bus (es) run.
Upon completion of route, bus will travel to reception center, after FEMA evaluation, driver may be secur2d.
CFA-6 Demonstrate a sample of resources necessary to deal with impediments to (C0-16) evacuation, as inclement weather or traffic obsttuction.
Guidelines:
(See activities list.)
Simulation will be EOC discussion only.
Actual - Appropriate resources will be deployed to the scene (overweight and overwidth equipment will be simulated).

Traffic control / access control point will be established and observed.

CFA-8 Demonstrate the ability to continuously monitor and control emergency (C0-20) worker exposure.
Guidelines:
State / County emergency workers should have high range and low range dosimeters, TLD's, know reporting exposure limits to supervisors and the proper use of dosimeters.
Emergency workers are knowledgeable on procedures and systems for obtaining permission to exceed limits as defined by respective county plans.
CFA-9 Demonstrate the ability to supply and administer KI, if the decision (C0-22) has been made to do so.
Guidelinec:

10/.87 ATTACHMENT 'B' JOINT NEWS CENTER JNC-1 Demonstrate the ability to mobilize staff and activate facility (CO-1) promptly.
Guidelines:
The State representative will not be prepositionad. The County PIO's will respond in accordance with their notification procedures.
JNC-2 Demonstrate the ability to fully staff facilities and maintain (C0-2) staffing around the clock.
Guidelines:
An actual shift change must be observed for the lead County PIO for Westchester and Orange Counties.
Other County and State shift changes will be demonstrated by roster.
JNC-3 Demonstrate the ability to alert the public within 10-mile EPZ, and (C0-13) disseminate an initial instructional message, within 15 minutes.
Guidelines:
The instructional message issued via the Emergency Broadcast System (EBS) (simulation) must be aired (at least two words) within 15 minutes after the authorized public officials reach a decision which requires activating the alert and notification system.
Subsequent EBS messages shall be considered met if the PIO responsible for airing message, begins reading message to the EBS station (for simulated broadcast) within required 15 minute timeframes.
JNC-4 Demonstrate the ability to formulate and distribute appropriate (C0-14) instructions to the public in a timely fashion.
Guidelines:
Information and recommendations shall be prepared and provided to the public in a manner consistent with needs for public response.
This may be accomplished through EBS messages, news releases for newspapers, radio and television, and telephone messages.

Guideline:
Assure that all necessary information is presented to the media in press conferences in a timely manner.
