SUBJECT: NRC INSPECTION REPORT NO. 50-263/96007(DRP)

Dear Mr. Watz1:

'

On August 28, 1996, the NRC completed an inspection at your Monticello reactor

facility. The enclosed report presents the results of that inspection.

During the 6-week period covered by this inspection period, your conduct of

activities at the Monticello facility was generally characterized by safety-

conscious operations, sound maintenance practices, and acceptable engineering

performance. 1

On August 16, 1996, Mr. M. J. Jordan of my staff discussed with Mr. W. Hill

your operaM11ty evaluation on the reactor water cleanup system. This

discussior, was prompted by your discovery of conditions outside of your

Updated F Inal Safety Analysis Report. We expressed a concern with your

response of allowing operation of the reactor water cleanup system while less

than 90 percent power, outside your Updated Final Safety Analysis Report, ,

instead of isolating the system. Mr. Hill stated he would not operate the  !

system below 90 percent unless needed for reactor safety. Subsequent to this  ;

conversation, an analysis was done using water chemistry nuclides which j

removed restrictions on power operation. l

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of i

this letter and its enclosures will be placed in the NRC Public Document Room.
