B&W Owners Group Actions Relative to the Davis-Besse 6/9/85 Transient Gentlemen:

I look forward to our meeting on November 5,1985 to discuss the actions being planned by the B&W Owners Group regarding the Davis-Besse transient. I view this discussion as an informal interaction to make you aware of the actions we are plan-ning and to obtain information from you regarding actions the Staff is considering.

Although I feel this discussion can serve its intended purpose without any significant formality, it may be helpful to know ahead of time the kinds of things which we plan to cover. These would include the actions which we have taken as the B&W Owners Group Executive Committee to form a special task force to deal with this matter and to describe the general approach being taken by that task force to develop an action plan. We will be prepared to describe the areas which we have selected for review and to illustrate in three or four areas the types of actions being planned. Also we will generally describe the timetable we are working

to and the general nature of the end product that the task force is expected to i produce.

t It would be most helpful to our special task force to learn of near-term actions planned by the NRC so that we could explore the need for other discussions with the Staff during the next few months.

I can assure you that the B&W Owners Group does indeed consider the Davis-Besse transient to be worthy of careful review, and the member utilities believe that there are lessons that can be learned from this event. Although the effort we are planning to put into this particular event is significant, the general philosophy is quite consistent with other Owners Group actions in the past.
