Fort St. Vrain Unit No. 1 Rise-To-Power Testing Program

Dear Mr. Johnson:

The following is a list of major tests that will be performed, plant conditions permitting, during Cycle 4.

  • SR 5.1.7-X Region Peaking Factor Surveillance The purpose of this test is to obtain region peaking factor (RPF) data to be used in the equation for determining the individual region outlet temperatures of the seven " errant" northwest boundary regions.
  • T-216 Nuclear Detector Decalibration Testing, Cycle 4 The purpose of this test is to determine the magnitude of the difference between the indicated core power from the power range detectors and that from the heat balance (Decalibration Factor) for Cycle 4 operation.
  • SR 5.1.3-RX Temperature Coefficient of Reactivity Calibration The purpose of this test is to determine the reactivity change as a function of core temperature change at the beginning of fuel Cycle 4.

  • SR 5.1.5-RX Control Rod Reactivity Worth The purpose of this test is to measure the worth of the control rods that are withdrawn during start-up. The measured worth shall be compared to the calculated worth to ensure proper control rod sequence.
  • RT-500L Core Temperature Fluctuation and Redistribution Check The objectives of this test are two-fold. First, to demonstrate that Region Constraint Devices have eliminated fluctuations at core pressure drops up to the maximum expected during Cycle 4 operation. Second, to demonstrate that the region outlet temperature. redistributions expected during Cycle 4 operation are similar to those experienced during Cycles 2 and 3; and, therefore the Technical Specifications (e.g., LC0 4.1.7 and SR 5.1.7) remain appropriate.
  • B-Series Start-Up Tests The major areas in which B-Series testing remains to be completed are as follows:

Reactor Power Rise to and Test at 100% Power Xenon Stability Test at 100% Power Automatic Load Change from 100% Reactor Power to 30% and Return to 100%

Turbine Generator Load Shedding from and Recovery to 100%

Power Li sted below is the purpose of each of the various parts of the B-Series tests. Note that each part is not required to be performed at each of the above conditions.

  • SUT B-1 Steam System Performance It .i s the purpose of this test to verify that the steam system components perform in accordance with expectations.
  • SUT B-2 Primary Coolant Chemical Impurity Analyses The purpose of this test is to monitor and record the chemical impurity level in the primary coolant system during initial reactor start-up to full power.

SUT_B-3 PCRV Performance The purpose of this test is to evaluate PCRV performance with regard to its structural response to temperature and pressure, and to measure the leak rate of the PCRV.

  • - SUT B-4 Primary System Performance The purpose of this test is to measure the performance of the four primary system helium circulators and the effect of changes in the positions of the orifice valves.

SVT B-5 Plant Instrumentation Performance The purpose of this test is to verify that the Power Range Nuclear Instrumentation, the helium outlet thermocouples, and the feedwater flow instrumentation are calibrated and performing properly.

  • SUT B-6 Plant Transient Performance The purpose of this test is to demonstrate the adequate transient performance of the plant following perturbations caused by the Plant Protection System or other sources.
  • SUT B-7 Plant Automatic Control System Performance The purpose of this test is to test and tune several automatic control systems including the three major plant control systems:

Throttle pressure, main steam temperature and reheat steam temperature.

  • SUT B ' Reactivity Coefficient Measurements In the a tesss the temperature coefficient of reactivity will be expe imentally measured in the power range.
  • SUT B-9 Differential Control Rod Worth Measurements The purpose of this test is to obtain differential control rod worth measurements for the control rod pairs of the groups that will be used in SUT's Nos. B-8, Reactivity Coefficient Measurements, and B-10, Xenon Build-Up and Decay Measurements.
  • SVT B-10 Xenon Build-Up and Decay Measurement The purpose of this test is to determine the magnitude and time depend ice of the reactivity effect due to the buildup or decay of Xe-135 (xenon) following changes in the reactor power level.

  • SUT B-11 Xenon Stability The purpose of this test is to evaluate the transient response of the power distribution due to xenon, following a specified flux perturbation, so as to verify that the reactor power distribution is stable with respect to radial and azimuthal oscillations. Note that the performance of this test will require a change to the Technical Specifications. It was originally intended to submit the change by January 18, 1985.

Our current schedule is to submit the proposed change by March 31, 1985.

  • SVT B-12 Shielding Survey The purpose of this test is to verify that the reactor plant shielding is adequ' ate.
  • SVT B-13 Radiochemistry Analysis, Primary Coolant The purpose of this test is to measure the radioactive gaseous fission products and circulating iodine in the primary coolant during the initial power escalation of the reactor. The ability of the helium purification system to remove gaseous fission products will be confirmed.

Rise-to power testing will be completed during Cycle 4, as plant conditions permit. Our intent would be to complete this type of testing early in the cycle. Transient type testing (Xenon stability at 100%, load change from 100%, and load shedding from 100%) will be completed near the end of Cycle 4, as plant conditions permit.
