Based on discussions during the meeting, the information provided in Enclosures (1) through (5) should allow the staff to close out several issues which were identified during the meeting. Enclosure (1) provides information concerning industry coordination. Enclosure (2) provides~information concerning annual dissemination of information to the permanent and transient population. Enclosure (3) provides information concerning evacuation of essential plant personnel. Enclosure (4) provides information concerning unannounced exercises. Enclosure (5) provides information concerning communications resources. The next revision to the Site Emergency Plan will incorporate the changes indicated in Enclosures (1) through (5).

Enclosure (6) provides the technical memorandum concerning the site-specific atmospheric diffusion and dose projection models for the Midland Plant. Based on the discussions during the meeting, it is expected that this type of meteorological model (segmented Gaussian) will be acceptable.

NRC also requested Consumers Power to submit a description of the Midland public warning system and a description of the remote temporary emergency operations facility concept. A submittal concerning these two items will be made prior to June 10, 1982.

5.4 COORDINATION WITH INDUSTRY 36 Should the need arise, requests may be made to various industry sources of

, expertise. Additional manpower or expertise may be requested as described h2l below. 4 M M.

5.4.1 Institute of Nuclear Power Operations (INPO)

The Institute of Nuclear Power Operations will provide emergency response as requested by CP Co. INPO can provide assistance locating sources of emergency manpower and equipment, analyzing operational aspe, cts of the event and organizing industrial experts who could advise CP Co on technical matters.

INPO will be contacted by means of its 24-hour telephone number in the event of a radiological emergency. ,

5.4.2 Babcock & Wilcox Babcock & Wilcox (B&W) is the Nuclear Steam Supply System (NSSS) vendor for 36 Midland and is capable of providing a wide range of operational and technical guidance to the Technical Support Center staff.

During an incident, the vendor can provide the services of experienced NSSS analysts who can study all data and provide a detailed evaluation of the core condition.

The vendor can provide experienced engineers to assist in the preparation of procedures for various onsite activities. This assistance can include the review and coordination of all activities relating to procedure preparation and control.

The vendor can provide the service of experienced. personnel to give technical advice and censultation in such areas as chemistry, metallurgy, health physics, radiation control, radiochemistry, radiation shielding, hybrid methods, core thermal hydraulics, core physics, instrumentation and controls, stress analysis, and noise analysis.

Insert to Section 5.h Consumers Power Company has general services agreements with Bechtel and B&W as well as other architect engineers and consulting firms. These agreements facilitate obtaining services from these organizations so that should the need ~

arise, services can be obtained in short order. The same type of agreement i

exists between INPO and Consumers Power Company.

S.3 REVIEW AND UPDATING OF THE EMERGENCY PLAN AND IMPLE E TING PROCEDURES The Midland Plant Site Emergency Plan involves coordination of both internal Consumers Power personnel as well as offsite support agencies. In order to achieve and maintain the most efficient course of emergency actions, the 26 Midland Plant Site Emergency Plan and SEP Implementing Procedures, including appended Letters of Agreement ard plans of offsite organizations and agencies, will be independently reviewed cod updated on at least an annual basis. The

1 Imp 1*=enting Procedures is conducted. These independent reviews are conducted to verify compliance with Consumers Power Company's internal rules and procedures, Federal regulations and operating license provisions. The review

-0 is normally conducted by the Institute of Nuclear Power Operations (INPO) but in the absence of the INPO review it is conducted by the CP Co Quality Assurance - Nuclear Operations Department. When significant changes are proposed to the Site Emergency Plan or Implementing Procedures, they must be l j

reviewed by the Plant Review Committee (PRC). These changes may then be implemented by submitting them as revisions approved by the General Manager.

When changes in the Site Emergency Plan affect offsite support agencies, they 26 l will be provided with the changes.- Minor changes such as titles, phone lists, etc, not affecting the mechanics or content of the plan will not be subject to -

the review and revision procedure. As the Site Emergency Plan is reviewed,- '

the emergency organization or procedures may be changed as a result of the following:

a. Drills may detect deficiencies and may indicate a more desirable organization or procedure.

b. Changes in key personnel involved in the organization or procedure. 1
c. Changes in the Plant's organizational structure.
d. Changes in the functions of supporting agencies, resulting from reorganization, personnel changes and equipment requirements.
e. Changes in State or Federal regulations.
f. Modifications to the Plant.

SITE EMERGENCY PLAN 7-4 MIDLAND 1 & 2 Suppites of respiratory protective devices, protective clothing and radio-protective drugs will be available to all TSC personnel. For additional information on respiratory protective devices, protective clothing and radio-protective drugs, see Subsections 6.4.2.1, 6.4.2.2 and 6.4.2.3, respectively.

7.1.1.6 Staffing j The TSC will be staffed by people with sufficient technical expertise to per-form the functions of the TSC (see Figure 5-6). The tasks that may need to be performed in the event of an emergency are discussed in Subsection 5.1.2. The responsibilities of various Management and technical personnel are discussed in Subsection 5.1.1. The training of the Plant personnel in emergency prepar-edness is discussed in Section 8.1.

7.1.1.7 Communications The communications systems that will be used by the emergency organizations will consist of reliable primary and backup systems (see Section 7.5).

7.1.2 Control Room The control room is the onsite location from which the Midland Nuclear Power Plant will be operated. It will contain the instrumentation, controls and displays for: nuclear systems, reactor coolant systems, steam systems, elec-42 trical systems, safety systems and accident monitoring systems. During the course of an emergency situation, the control room personnel will perform the following functions: (a) Monitor Plant parameters; (b) Analyze abnormal con-ditions; (c) Take corrective actions; (d) Classify emergencies; (e) Make initial notification to Plant Supervisor, Shift Supervisor, Shift Engineer and offsite agencies; (f) Establish communications with Plant emergency response teams; (g) Establish communications with emergency response facilities; and (h) Manage Plant operations. The staffing of the control room during normal operations is described in Subsection 5.1.1. Communications for the control room are described in Section 7.5.

7.1.3 Operations Support Center The Operations Support Center (OSC) at the Midland Plant is located in the machine shop / lunchroom area of the Administration and Service Building. This is a location separate from the TSC and control room where Operations Support personnel will assemble in an emergency. The design of the OSC addresses the following goals:

a. Provides a location where Plant logistics support can be coordinated during an emergency, and
b. Restricts control room access to those support personnel specifically re-quested by the Shift Supervisor.

The equip-ment necessary for first aid and radiation monitoring is maintained and stored near the OSC. Emergency supplies (protective clothing, respirators, survey meters, dosimeters and KI) will be available for all personnel assigned to the OSC. Emergency kits for the radiation monitoring teams will be stored at the OSC. Additional equipment and supplies are available through the warehouse supply system. Equipment is checked out on a use basis and returned when the task is complete.

The OSC Supervisor will coordinate noncontrol room activities of Plant person- l nel. Personnel will be assigned to the OSC for: i

f. Maintenance / Repair
g. Other Operations Personnel The Maintenance Superintendent is the OSC Supervisor and is designated to make assignments as necessary. Each functional group will have a team leader re-sponsible to the OSC Supervisor. Figure 5-2 illustrates OSC staffing assign-ments.

The primary OSC communication link with the control room and TSC will be via the Plant telephone system as described in Section 7.5. Direct voice radio communications by walkie-talkie will be used to supplement telephone links.

Regular telephone service will be available in the OSC for communications with other onsite and offsite locations.

Q---.-y QNuclearTrainingCenter Regular telephone service will be available at the 5 :Erp CCC for communica-tions with the control room and TSC. The Plant radio system is the backup.

36l 7.2 CONSUMERS POWER COMPANY EMERGENCY OPERATIONS FACILITY (OFFSITE) 7.2.1 Integration With Overall Planning The Emergency Operations Facility (EOF) for the Midland Plant will be located 42 in the Bay City Service Center approximately 18 miles east of the riant in Bay City, Michigan. Trave' ti=e from the control room to the EOF is approximately 30 minutes.

The design of the EOF addresses the following goals:

Inrert The backup OSC is located in the Midland Nuclear Training Center approximately one mile south of the plant on Gordonville Road. The Nuclear Training Center is the designated area for evacuating essential plant personnel should the need arise for evacuating those personnel from the primary OSC.

8.1.3 Emergency Planning Coordinator The Emergency Planning Coordinator has the overall responsibility for the Midland Site Emergency Plan and SEP Implementing Procedures and for reviewing C

the offsite county and supporting emergency plans for comparability with the Midland Site Emergency Plan. The Emergency Planning Coordinator will schedule and arrange for the emergency plan training of the involved onsite and offsite emergency organizations. The Corporate Emergency Planning Coordinator will assist the Emergency Planning Coordirator as necessary.

' The Emergency Planning Coordinator has further responsibilities related to emergency planning which include but are not limited to the following:
