Dear Mr. Weiss:

' Fort -St. v' rain permanently discontinued nuclear operations as of August 18, 1989, and has. since commenced defueling the reactor.

Currently,. twelve regions of fuel have been removed from the reactor core.

This is an amendment request to the Fort St. Vrain (FSV) Technical

_ Specification Design-Features, Section 6.1, to permit the removal of certain FSV equipment items in support of plant closure activities as_

l- discussed in Attachment 2 of Reference 1). Specifically, this amendment would allow removal of control rod absorber strings, reserve shutdown hoppers, orifice valve assemblies, control rod drive radiation shields, and top keyed metal reflector elements from l defueled regions.

Please note that this amendment request includes the proposed changes to Section 6.1 as submitted in Reference 2). These changes are indicated by double revision marks in the left margin.
