dated March 24, 1989 In the reference letter the Supply System requested an amendment to allow deferral of the implementation of the requirements of Reg. Guide 1.97, Rev. 2 for flux monitoring to prior to startup following the fifth refueling outage (Spring 1990). This was done in parallel with the Supply System's continuing efforts to environmentally and seismically qualify the Wide Range Neutron Monitoring system designed and fabricated by Gamma Metrics.

The purpose of this letter is to advise the NRC that the Supply System's above efforts have been successful, and that the requirement of Reg. Guide 1.97, Rev. 2 to pro. ide a qualified wide range neutror monitor has been satisfied.

During power ascension from the present outage, the Supply System will deter-mine the sensitivity of the monitoring system as installed at WNP-2. The Supply System will provide the results of this testing to the Staff including justifying the minimum range should the value of 1 X 10 -6X full power not be achieved. This information will be provided no later than September 15, 1989.

HIDE RANGE NEUTRON MONITOR Now that the environmental qualification of the NRNM system and resultant satisfaction of the subject license condition has been accomplished, the license amendment requested on November 18, 1986 (G02-86-1027) has become necessary. Unfortunately, the NRC only recently denied the Supply System's request for amendment for administrative purposes.

Because able that the denial was for administrative purposes only, it it would seem reason-could be reinstituted on the same basis, and we hereby request that you take that action. By not requir ing this amendment to be resubmitted, considerable time will be saved in the review process, and be republished in the Federal Register.

The satisfaction of this license condition precludes the need to provide quarterly status reports as required by Amendment No. 60 to the HNP-2 Operat-ing License NPF-21. The Supply System also asks that the request for deferal contained in the r eference letter be withdrawn.
