SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON OCTOBER 4, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on October 4, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18263A060. The meeting notice is also posted on the NRC public website. J. Dixon-Herrity Summary of Meeting:

On October 4, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed pre-submittal information regarding PMS TS Surveillance LAR.

SNC provided an overview of the LAR and walked through the pre-submittal presentation, noting that the proposed changes seek to leverage the continuous, self-diagnostic testing features of the PMS digital protection system to reduce the scope and frequency of manual TS surveillance testing. SNC discussed that the current VEGP Units 3 and 4 instrumentation TS are based on the Standard TS for analog protection systems, and since the PMS uses the Westinghouse Common Q digital platform, the LAR proposes to revise and eliminate select manual PMS TS surveillance testing by crediting the digital platform self-diagnostic features.

SNC noted that the the proposed TS surveillance test revisions will (1) increase safety by lowering operational risk associated with human performance errors, (2) reduce the duration of how long the PMS is at less than full redundancy, (3) reduce resources necessary to perform surveillances, and (4) save substantial operational costs, while continuing the meet the regulatory requirements and industry standards. The staff noted that they understood SNCs request and asked clarifying questions regarding the proposed changes. SNC stated that they plan to discuss the proposed LAR with the staff again once the draft LAR is developed.

At the end of the open portion of the meeting, there was an opportunity for the public to provide comments and ask questions. There were no questions or comments from members of the public.

In the closed portion of the pre-submittal discussion, SNC discussed the proprietary technical details of the LAR that will demonstrate that the PMS equipment functionality is maintained by the continuously running, hardware and software self-diagnostic features and the remaining manual TS surveillance testing.
