Dear Mr. Grier:

Attachment A to this letter provides a report of actions taken in response to IE Bulletin No. 79-14 including revisions and supplenents thereto through Septenter 7, 1979. This report supplements our response oE August 1, 1979.

As discussed with representatives of Pagion I by telephone on Septerrber 4, 1979, correcting nonconformances generally represented a shorter critical path outage effort than re-analysis of the effect of the nonconformance.

Accordingly, all inspections and corrections of nonconformances inside con-tainment were completed prior to taking the reactor critical following the recent refueling / maintenance outage. All inspections and corrections of nonconformance outside contalment were cmpleted prior to taking the reactor above nminal zero power physics test levels (less than 5% reactor power) .

Concurrent inspections by Region I personnel assisted in identifying areas needing strengthening and added to increased overall effectiveness of our inspection efforts.
