Dear Mr. Heishman:

This letter is in response to IE Inspection Report No. 50-346/80-25, dated 8/18-22, 8/25-29, 9/2-5, 9/8-12, and 9/15-19,1980; and is pursuant to 10 CFR 2.201 requiring information relative to the Notice of Violation concerning Davis-Besse Nuclear Power Station Unit 1.

As reflected by the inspection, report, 10 CFR 50, Appendix B, Section VI requires that measures established to control the issuance of documents shall assure that dociments, such as procedures, are used at the location where the prescribed activity is performed. Also mentioned was that the Makeup and Purification System procedure, currently at Revision 10, was approved July 3, 1980, and implemented per the requirements of Regulatory Guide 1.33 and Tech-nical Specifications 6.8.1

" Contrary to the above, on September 17, 1980, the inspector observed that the procedure being used by the control room operators to align

Dis ~.sion:

Toledo Edison agrees that the significance of this violation, as noted within your submittal, as not that the wrong revision was used but that an uncontrolled collection of procedures existed in the control room. The cn' lections, referred to as "startup" and " shutdown" books are a result of groupiag several applicable, controlled procedures together within a binder for use during major evolutions.

Toledo Edison, therefore, is taking the following actions:

1. Corrective action taken:

The current revision of the Makeup and Purification System operating pro-cedure was obtained from the controlled files.

2. Corrective steps taken to prevent future occurrences:

A modification to the Station Operations Procedure AD 1839.00 will be incorporated to address the optional use of binders to assemble controlled copics of applicable procedures during sfgnificant plant evolutions with the requirement that all the procedures be verified to be the current revision.

3. Date when full compliance will be achieved:

December 1, 1980.
