Fort St. Vrain Unit No. 1 Technical Specification LCO 4.2.9

Dear Mr. Kuzmycz:

In the above referenced letter we indicated that based on receiving relief from LCO 4.2.9 that we would conduct SR 5.3.7, Secondary Coolant Activity, once each 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in lieu of once per week. We find that SR 5.3.7 is a rather long and involved test which requires about 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> for completion because of the many parameters that we analyze.

On the basis that we are onl'y trying to determine if we have any pri-mary coolant leaking into the secondary system we are proposing to conduct a gross beta / gamma scan of the secondary system every 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> and conduct SR 5.3.7 once per week. All other conditions of our letter P-80139 will remain unchanged.

Given the nature of our primary coolant a gross beta / gamma scan is more than adequate to detect any primary coolant in the secondary ,

system.

Per our telecon our letter of June 5,1980 (P-80139) is amended accord-ingly.
