Dear Mr.Morley:

This letter serves as written notification of a spi~of ethylene glycol which occurred at the Cook Nuclear Plant~The spill was previously reported via telephone calls to Mr.Pelcar of the National Response Center (Report I 293482,)and to the Michigan DNR Pollution Emergency Alert System (PEAS)Operator 24.The spill occurred at approximately 2:00 p.m.on May 30, 1995, when a contracted service technician was troubleshooting a portable welding machine.While taking electrical readings on the engine-powered portable welding machine, current meter probes became entangled in the fan blades, puncturing the radiator coils.Approximately 1 gallon of antifreeze solution (ethylene glycol)was spilled to the ground.The engine was shut down immediately, and approximately 2 cubic feet of the glycol soaked sand was quickly shoveled into a drum, leaving no visual evidence of contamination on the ground.In response to this event, the service technician and his management were appraised of the reportability of this event.They were instructed to exercise caution when servicing equipment containing polluting materials to prevent their release to the environment.

Additionally, we are replacing ethylene glycol coolant with propylene glycol coolant, in portable engine equipment as they are scheduled for preventative maintenance.
