License Amendment Application to Revise the Steam and Feedwater Rupture Control System Steam Generator Low Level Trip Setpoint (TAC No. 66007)

Gentlemen:

The enclosed application requests that the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License, Appendix A, Technical Specifica-tions.be revised to reflect the changes attached. The proposed changes involve Section 3/4.3.2, Safety System Instrumentation, Safety Features Actuation System (SFAS) Instrumentation, Table 3.3-12, Steam and Feedwater Rupture Control System (SFRCS) Instrumentation Trip Setpoints.

The proposed changes would reduce the Steam Generator (SG) Low Level SFRCS trip setpoint from greater than or equal to 20 inches to greater than or equal to 16.4 inches, thus n.inimizing the prtential for spurious SFRCS actuhtions during operation at the Integrated Control System (ICS)

SG low level limit. This is consistent with the commitment made in the Davis-Besse Course of Action (C0A) Appendix C.2.2 Item 4, (Serial No. 1202 dated October 31, 1985) co increase the margin between the SFRCS low level trip setpoint and the ICS 1cte level limit. Additionally the change will clarify the datum for measuring the SG 1evel. i Toledo Edison requests that this amendment be issued by July 1, 1988 for i implementation prior to Cycle 6 operation.

Enclosed is a check for $150.00 as required by 10CFR70.12(c) for a License Amendment Application.
