Box 968 ~ 3000 George Washington Way ~ Richland, Washington 99352 8609100481 860903 PDR ADOCK 05000897 PDR September 3, 1986 Docket No. 50-397 Director of Nuclear Reactor Regulation Attn: E. G. Adensam', Project Director BWR Project Directorate No. 3 U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Ms. Adensam:

Subject:

NUCLEAR PLANT NO. 2 POST- IRRADIATION SURVEILLANCE FSAR AMENDMENT NO. 36

Reference:

WNP-2 FSAR Amendment No. 36, Section 4.2.42 - Post-Irradiation Surveillance, p. 4.2-9, December 1985 In Reference 1, the Supply System committed to performing a post-irradiation fuel surveillance program subsequent to operation of the initial cycle of WNP-2. That post-irradiation surveillance has been performed and a report describing the results is attached.

The results of this initial fuel cycle at WNP-2 indicate the fuel is performing as expected.

The inspected fuel is free of significant mechanical damage. Some minor scratches were observed and some of the tie rod locking tab washers were distorted. Some nodular corrosion and buildup was also observed on the fuel cladding. The level of buildup appears to be consistent with the fuel history and the integrity of the fuel cladding is not presently at risk from these phenomena.

Very truly yours, G.C. S rensen, Manager Regulatory Programs WCW:pm Attachment cc: JO Bradfute - NRC JB Martin - NRC RV E Revell BPA NS Reynolds - BLCP&R B Turovlin NRC NRC Site Inspector
