In-Service Inspection of the Concrete Helium Permeability and Liner Corrosion Surveil-lances

Dear Mr. Speis:

Public Service Company of Colorado requests that the requirements for performance of Specification SR 5.2.13 - PCRV Concrete Helium Perreability Surveillance, and SR 5.2.14 - PCRV Liner Corrosion Sur-veillance, be waived during the first refueling at Fo r t S t . Vrain.

Both of these tests are required to be performed at the end of the third year following initial power operation.

In initially establishing the three year period following initial power operation, it was felt that the recctor would experience con-siderable operation at full power and that analysis af ter the three year pe-iod would be representative of a rather high neutron fluence.

Operation of the reactor since initial power operation in July,1976, has not exceeded 70% and the reactor has been shutdown for prolonged periods of time. Performance of these surveillance tests at this time will not provide representative base line data and certainly will not be representative of full power operation.

We are requesting, the re fo re , that performance of these tests be de-layed until the second refueling outage.
