Dear Mr. Stolz:

In our July 18, 1983 letter (Serial No. 964), we reiterated our commitment to develop and implement an Integrated Living Schedule Program for the Davis-Besse Nuclear Power Station. Since that letter, we have continued to internalize this program and to use the living schedule concepts as the basis for developing our Fiscal Year 1984 Capital . Budget.

We had expected to be able to submit our draft plan to the NRC by early September. However, due to a combination of circumstances which include our ongoing budget development activities, the successful implementation of our planned outage, the significant resource commitment that we have made in response to the recent NRC's Appendix R audit findings, and personnel changes that affected our Nuclear Licensing Department, we have not been able to complete the draft plan for submission to the NRC. I expect that shortly af ter the outage ends, we will be able to concentrate on completing the draft plan for submission. Realistically, we would anticipate the submission being made by October 31, 1983.

Again, I wish to emphasize that our commitment to the living schedule program is firm and that we have been and currently are implementing the basic. concepts (e.g. prioritizaticn process, integrated planning and scheduling, project management, etc.) of the program in our routine management activities and decision-making.

It is also pertinent to note that our standard budget process will not conclude until late December, when our Board of Directors actually approves the annual budgets. Therefore, though we will submit our draf t plan as soon as possible after the outage ends, the final approved imple-mentation schedule will not be issued until after approval of the annual budgets.
