SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON APRIL 5, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on April 5, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18082A040. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. J. Dixon-Herrity Summary of Meeting:

On April 5, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed staff identified topics related to SNCs LAR 17-037, dated December 21, 2017, Changes to Tier 2* Departure Evaluation Process.

Remarks provided by SNC include the following:

  • In Enclosure 5 of the subject LAR, regarding Screen design criteria, SNC indicated that Paragraph VIII.B.5 may not work well in all cases, referred to the possibility that proposed changes to this category of Tier 2* information in the Updated Final Safety Analysis Report (UFSAR) may not trip the Tier 2 criteria in Section VIII.B.5 of 10 CFR Part 52, Appendix D, requiring submittal of the proposed change to the NRC.
  • SNC intended to incorporate the guidance for this license amendment into a procedure.
  • The debris values in the UFSAR Section 6.3.2.2.7.1 (130 lbs, 6.6 lbs) would be subject to Criterion 4 in the LAR.
  • As stated in the Criterion 4 guidance in Enclosure 1 of the LAR submittal, a non-conservative change in a debris value would be any increase in the amount.
  • As stated in the Criterion 4 guidance in Enclosure 1 of the LAR submittal, a conservative change in a debris value would be a decrease without any other change.
  • As stated in the Criterion 4 guidance in Enclosure 1 of the LAR submittal, references to debris screens refer to the in-containment refueling water storage tank (IRWST) and containment recirculation screens.
  • As stated in the Criterion 4 guidance in Enclosure 1 of the LAR submittal, an

. . . element of the evaluations. . . refers to all Tier 2* content in UFSAR Section 6.3.2.2.7.1.

  • Changes that would increase or decrease the strainer area and strainer mesh size values would not trip Criterion 4. These are specified in inspection, test, analysis, and acceptance criteria (ITAAC).
  • Changes to zone of influence (ZOI) language in UFSAR 6.3.2.2.7.1 would trip Criterion 4, as long as it involved Tier 2* references to ZOIs. Changes to ZOI language in Tier 2 portions of UFSAR would not trip Criterion 4.
  • As stated in the Criterion 4 guidance in Enclosure 1 of the LAR submittal, the term debris screen design criteria, is considered the same as screen design criteria.

J. Dixon-Herrity During the session allowing public comment, a member of the public advised the staff to consider a March 3, 2011, staff response letter to the Advisory Committee on Reactor Safeguards. The letter discusses containment interior debris limitations and states the staffs position that debris limits should not be changed without NRC review, and that is why it is appropriate that the limits are designated as Tier 2* information.
