Gentlemen:

Enclosed is a copy of a previously submitted Application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1 (Serial No. 1346 dated March 12, 1987). The proposed changes involved Appendix A Technical Specification 3/4.7.7, Snubbers.

Resubmittal of the enclosure was requested by Mr. A. W. DeAgazio, NRC/NRR Davis-Besse Project Manager, on May 13, 1987 to ensure a complete NRC Document Control file. Mr. DeAgazio has confirmed that the $150 application fee payment transmitted with the March 12, 1987 document

Under separate cover, we are transmitting an Application for Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.

This application requests that the Davis-Besse Nuclear Power Station Unit No. 1 Operating License be revised to reflect the changes attached. The proposed changes involve Appendix A, Technical Specification 3/4.7.7, Snubbers.

On January 30, 1985, Toledo Edison submitted to the NRC a license amend-ment application (Serial No. 1113) to revise Technical Specification 3/4.7.7, Snubbers, in accordance with Generic Letter 84-13 (Log No. 1508).

On April 24, 1986 Amendment No. 94 (Log No. 1977) was issued by the NRC with the requested changes to Technical Specification 3/4.7.7. In conjunc-tion with approval of this Amendment, Toledo Edison committed by letters dated January 22, 1986 (Serial No. 1239) and March 26, 1986 (Serial No. 1263),

to submit a separate amendment request to include the two recommendations outlined in the Amendment No. 94 NRC Safety Evaluation. The two recommend-ations were to add a surveillance requirement which requires the performance of a post-transient inspection of all hydraulic and mechanical snubbers attached to sections of systems that have experienced an unexpected, poten-tially damaging transient, and also to add an acceptance criterion regarding functional testing for snubber activation.

The enclosed application requests that Surveillance Requirement 4.7.7.le be added to provide for an inspection of all safety-related snubbers after a dynamic event. A dynamic event is a condition resulting from either a seismic event or a system transient event such as water hammer. Bases Section 3/4.7.7, Snubbers, would also be revised with the word " seismic" being changed to " dynamic". This change would make the Bases consistent with the intent of the Technical Specification.

Docket No. 50-346 License No. NPF-3 Serial No. 1346 Page 2 In addition, Footnote 6 to Surveillance Requirement 4.7.7.2b should be deleted as this statement only reiterates the regulatory basis established in 10 CFR Part 50.12 for obtaining specific exemptions. The words "within .

the specified range" should also be added to Surveillance Requirement 4.7.7.2c.2 to provide a limit for the acceptance criterion of in place and Lench testing. Finally, this application requests that the words " prior" and " Licensing" be replaced with the words "a" and " License" in Surveillance Requirement 4.7.7, Footnote 2, to clarify that a license amendment is not required either prior to or following the addition or removal of snubbers  ;

from safety-related systems. '

Toledo Edison requests that this amendment request be approved and issued by May 31, 1987.

Enclosed is a check for $150 as required by 10CFR170.12(c) for a license amendment application.
