GENERIC LETTER 83 28, ITEM 4.2 - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 (TES R00398, R00399)
On July 8, 1983, the NRC issued Generic Letter (GL) 83 28, "Required Actions Based on Generic Implications of Salen ATWS Events," to licensees and applicants of pressurized water reactors. This GL addressed intermediate-tem actions te be taken which were directed at assuring that a comprehensive                                                              r program of preventive maintenance and surveillance testing is implemented for the reactor trip breakers (RTB). Item 4.2 of GL 83 28, "Reactor Trip Systen Reliability (Preventive Maintenance and Surveillance Program for Reactor Trip Breakers)." required submission of a description of the preventive maintenance and surveillance program to ensure reliable RTB operation at Sequoyah. This item had two parts: Item 4.2.1 which is concerned with a planned program of periodic maintenance and Item 4.2.2 which is concerned with
,                      trending of paraneters.
!                      By letter dated October 19, 1988, the Tennessee Valley Authority (TVA) submitted information on GL 83 28, Itens 4.2.1 and 4.2.2.                                This was in                                '
response to the staff's letter dated November 7, 1983.                                TVA  also responded to clarifying questions in a telephone conference call on November 2, 1988.                                                            '
Enclosed is the staff's safety evaluation on the responses to GL 83 28 Items 4.2.1 and 4.2.2, for Sequoyah. We conclude that the program for Sequoyah addressing these items is acceptable.
