OF TELEPHONE CONFERENCE CALL BETWEEN DOMINION ENERGY KEWAUNEE, INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION TO DISCUSS CERTAIN REQUEST FOR ADDITIONAL INFORMATION RESPONSES ON TWO MECHANICAL SYSTEMS (TAC NO.

On February 3, 2010, the U.S. Nuclear Regulatory Commission (NRC or the staff) conducted a conference call (teleconference) with representatives from Dominion Energy Kewaunee, Inc.
(DEK). The purpose of the teleconference was to discuss DEK responses to the staffs requests for additional information (RAIs) regarding the reactor vessel flange leakage lines (RAI response 3.1.2.2.7-1) and the compressed air system (RAI response B.2.1.9-7).
In letters dated December 3, 2009 (Agencywide Documents and Access Management System
[ADAMS] Accession Number ML093240095) and November 20, 2009 (ADAMS Accession Number ML091890836), the staff submitted RAIs related to the reactor vessel flange leakage lines, and to the station's compressed air system, respectively. DEK responded to the staffs RAIs by letters dated January 21, 2010 (ADAMS Accession Number ML100220066), and December 28, 2009 (ADAMS Accession Number ML100110061), respectively. During the teleconference, the staff indicated that the responses to the follow-up RAIs may require clarifications before the staff could complete its evaluation. The main issues discussed during the teleconference are summarized below.
RAI 3.1.2.2.7-1 (ADAMS Accession Number ML093240095):
- Staff had issued Kewaunee RAI number 3.1.2.2.7-1 in order to request more information on how applicant proposes to manage the possible stress corrosion cracking of the reactor vessel flange leakage detection lines. Staff was seeking clarifications as to how use of the applicant's new Work Control Program will factor in to management of potential stress corrosion cracking (SCC) for the lines.
- As a result of the discussions, both staff and applicant agreed that the ASME classification and functions of the leakage detection lines were such that applicant's proposal for managing potential of SCC were appropriate. It was agreed that no further information submittal is required for staff to complete its review of the response.
Dominion Energy Kewaunee, Inc. RAI B.2.1.9-7 (ADAMS Accession Number ML091890836):
- The applicants response to RAI B.2.1.9-7 indicated that the applicant performs leak tests on the safety-related special service air accumulators and their associated check valves to meet design basis requirements but not to manage the aging effects because no aging effects are applicable to the special service air accumulators and their associated check valves in a dried air condition, as indicated in LRA Table 3.3.2-8. Staff requested clarifications in light of applicant's Licensee Event Report (LER) of March 18, 1986; LER #: 86-002-00, which discussed appearance of rust particles in another part of the system.
- The applicant clarified that leak tests have been performed on the special service air accumulators and their associated check valves and no failure has been observed in the leak tests of the components. The staff and applicant agreed that the results of the leak tests indicate that the dried air environment, which the applicant claimed, is relevant for the special service accumulators and their associated check valves.
As a result of the discussions, it was agreed that the information already provided to the staff regarding the above RAIs was sufficient. A list of teleconference participants is enclosed.
