SUMMARY

OF MEETING ON MAY 10, 2005, TO DISCUSS THE AUXILIARY FEEDWATER AMENDMENT REQUEST DATED MAY 5, 2005, AND THE INTERNAL FLOODING DESIGN BASIS (TAC NO. MC6916)

On May 10, 2005, members of the U.S. Nuclear Regulatory Commission (NRC) staff met with Nuclear Management Company, LLC (NMC, the licensee), representatives at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, MD. The meeting was also audio-conferenced with NRC staff at Kewaunee Nuclear Power Plant (KNPP). The meeting was a Category 1 public meeting.

The meeting was requested by the licensee to discuss its license amendment application dated May 5, 2005 (ML051260407 and ML051260401). The proposed amendment would change the Technical Specifications to modify the auxiliary feedwater (AFW) pump suction protection requirements and change the design-basis as described in the Updated Safety Analysis Report (USAR) to revise the functionality of the discharge pressure switches to provide pump runout protection, which requires operator actions to restore the AFW pumps for specific post-accident recovery activities. The licensee requested NRC staff review and approval of the amendment by June 6, 2005, to support restart of KNPP. The NRC staff provided initial comments on the submittal for consideration by the licensee, but noted that it was early in the evaluation process.

Any NRC staff requests for additional information that arise from the NRC staff's review will be provided to the licensee for docketed response in accordance with the NRC staff's normal practice.

Following the discussion of the AFW amendment, the licensee presented its approach to resolving the design-basis issues associated with internal flooding at KNPP. The licensee anticipates submitting an amendment request in the summer 2005 timeframe to clarify the design-basis for internal flooding as described in the USAR. The NRC staff provided comments for consideration by the licensee in the preparation of its future submittal.
