OF THE JUNE 2, 2004 MEETING WITH KEWAUNEE NUCLEAR POWER PLANT TO DISCUSS KEWAUNEE NUCLEAR POWER PLANT PERFORMANCE

Dear Mr. Coutu:

On June 2, 2004, a public meeting was held at the Kewaunee Municipal Building, between the Nuclear Regulatory Commission (NRC) and Kewaunee Nuclear Power Plant staff. The purpose of the meeting was to discuss NRCs assessment of Kewaunee Nuclear Power Plant performance for the period of January 1, 2003, through December 31, 2003.

During the NRC presentation, an overall assessment of Kewaunee Nuclear Power Plants performance was provided. As explained in the Annual Assessment letter from NRC to you dated March 4, 2004, (ADAMS accession number ML040641158), Kewaunee Nuclear Power Plant operated in a manner that preserved public health and safety. Plant performance for the most recent quarter, as well as for the first three quarters of the assessment cycle, was within the Regulatory Response Column of the NRCs Action Matrix, based on a White inspection finding in the mitigating systems cornerstone which originated in second quarter of 2002 involving a failure to have fixed fire suppression systems installed in certain fire zones within the plant.

A Supplemental Inspection was started in March 200. However, the inspection was suspended because an adequate root cause and extent of condition evaluation of the White finding had not been completed. This led to the White finding being open for greater than four quarter and the site remaining in the Regulatory Response Column of the Action Matrix. We subsequently rescheduled and completed the Supplemental Inspection of the issue in December 2003.

Following our presentation, you stated that Kewaunee Nuclear Power Plant was continuing to improve in a number of areas, including your Engineering Program.

Before adjourning the meeting, the NRC provided the opportunity for members of the public to ask questions. A member of the community requested clarification regarding the facilitys decision to replace the reactor vessel upper head during the 2004 refueling outage.
