OF CONFERENCE CALLS WITH DOMINION ENERGY KEWAUNEE, INC., TO DISCUSS RESPONSE TO FOLLOW-UP QUESTION REGARDING SEVERE ACCIDENT MITIGATION ALTERNATIVES REQUEST FOR ADDITIONAL INFORMATION FOR KEWAUNEE POWER STATION (TAC NO. MD9409)

On June 16, 2009, the U.S. Nuclear Regulatory Commission (NRC) and a representative from its contractor (Information Systems Laboratory) conducted a conference call (teleconference) with Dominion Energy Kewaunee, Inc. (DEK) staff and their contractor (Maracor). The purpose of the call was to obtain clarification regarding DEKs response to a follow-up question from NRCs request for additional information (RAI) about the Kewaunee Power Station (KPS) severe accident mitigation alternatives (SAMA) analysis. The original NRC SAMA RAI letter is dated January 8, 2009 (ML083250719), and DEKs response is dated March 9, 2009 (ML090690458).

A teleconference was held on April 16, 2009, to discuss NRC follow-up questions to the RAI response. The NRC teleconference summary documenting this discussion is contained in a letter dated April 22, 2009 (ML091060365), and DEKs response to these follow-up questions is contained in a letter dated June 1, 2009 (ML091600037).

After reviewing the follow-up responses from DEK, the NRC had one additional question with regard to mitigating the consequences of a steam generator tube rupture through the use of a gagging device to close a stuck-open steam generator safety valve (thus limiting a potential radiological release to the environment). On June 30, 2009, staff from the NRC and DEK conducted an additional teleconference to discuss the NRCs question, the KPS steam generator tube rupture model, the KPS severe accident probabilistic risk assessment, and the potential cost and risk benefits of mitigating this event through the installation of a gagging device. As a result of the teleconference, DEK will supplement their June 1, 2009 response.

The enclosure contains a list of teleconference participants. No staff decisions were made during the teleconference.
