SUBJECT:

SUMMARY

OF MEETING ON JANUARY 31, 2006, TO DISCUSS THE APPLICABILITY OF DOMINION SAFETY AND CORE DESIGN METHODS TO KEWAUNEE POWER STATION (TAC NO. MC9566)

On January 31, 2006, members of the U.S. Nuclear Regulatory Commission (NRC) staff met with Dominion Energy Kewaunee, Inc. (the licensee), representatives at NRC Headquarters, One White Flint North, 11545 Rockville Pike, Rockville, MD. The meeting was a Category 1 public meeting. The list of attendees is contained in Enclosure 1. Material presented by the licensee is contained in Enclosure 2.

The licensee indicated their intent to submit a topical report and an application for license amendment in order to gain NRC staff approval to use Dominion safety and core design analytic methodologies, currently approved for use at other Dominion facilities, for Kewaunee Power Station. The currently approved loss-of-coolant accident analysis would not change.

The proposed topical report, to be designated DOM-NAF-5 and submitted June 30, 2006, would provide a roadmap to describe the use of Dominion methods to calculate input to the core operating limits report (COLR). An application for license amendment would be submitted by January 31, 2007, to incorporate DOM-NAF-5-A into the Kewaunee COLR. The goal of the program would be to support Cycle 29 with startup projected for April 2008.

No regulatory decisions were made at the meeting. The meeting agenda was provided with the meeting notice (ML060170411). The licensees presentation slides were placed in ADAMS following the meeting (ML060400352). A list of attendees is enclosed.
