SUMMARY
OF SEPTEMBER 15, 2009, MEETING REGARDING THE LICENSEE'S PROPOSED RESPONSE TO THE REQUEST FOR ADDITIONAL INFORMATION ON GENERIC LETTER 2004-02 (TAC NO. MC4691)
On September 15, 2009, the Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting by telephone with Dominion Energy Kewaunee, Inc. (the licensee). The purpose of the meeting was to discuss the licensee's proposed response to a Request for Additional Information (RAI) dated August 14, 2009 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML092040006) regarding Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design-Basis Accidents at Pressurized-Water Reactors." Attendees of the meeting are listed in Enclosure 1.
As outlined in its handout slides (Enclosure 2, ADAMS Accession No. ML092600018;, ADAMS Accession No. ML092600376; and Enclosure 4, ADAMS Accession No. ML092600643), licensee personnel, supported by the licensee's contractors, presented an overview of the KPS sump design and an outline of the proposed RAI response for each question.
The NRC personnel stated that additional discussion or information would be needed for a few of the RAI questions. The NRC personnel also stated that they would need to further evaluate some of the questions in light of the discussion. The following RAI questions need further discussion as indicated:

Thermobestos Zone of (break) Influence of 5.45D; acceptability of stainless steel banded aluminum jacket vs. stainless steel riveted stainless jacket (used at KPS).
5,6,7, and 12 The NRC staff plans on combining these questions regarding the debris generation, transport, and erosion of TempMat, fiberglass and Thermobestos debris. The NRC staff will reframe these questions based on an improved understanding of the material used at KPS.
8 KPS personnel contend that the KPS containment is very clean, resulting in a much lower latent debris quantity than other pressurized-water reactors. The NRC staff requested that the licensee provide information on sampling and results. The NRC staff also requested that the licensee justify the assumption of 100 pound mass latent debris.
- 2 15 The NRC staff requested to review computational fluid dynamics velocity plots prior to submission of the RAI response to verify that the parameters being provided are the specific parameters needed by the reviewers.
16 The NRC staff requested additional information/basis for addition of debris in test flume from a single drop zone vs. containment transport zones.
17 NRC personnel stated that they will review this question and provide feedback to the licensee regarding information to be provided in the response (if any).
19.c.ii The NRC staff requested additional discussion regarding test protocol to introduce 25 percent of latent fiber prior to flume pump start.
40 The NRC staff requested additional discussion of refueling cavity drain blockage potential and impact in consideration of screen on drain standpipe.
A subsequent telephone conference will be scheduled to complete the discussion of the licensee's proposed response.
