SUBJECT:

SUMMARY

OF THE MARCH 29, 2007, PUBLIC MEETING TO DISCUSS THE KEWAUNEE END-OF-CYCLE PLANT PERFORMANCE ASSESSMENT On March 29, 2007, the Nuclear Regulatory Commission (NRC) held a public meeting at the Kewaunee Municipal Building in Kewaunee, Wisconsin. The meeting was between NRC Region III management and Dominion Energy Kewaunee, Inc., representatives to discuss the NRCs End-of-Cycle Assessment of the Kewaunee Power Plants safety performance and the recent decision to remove Kewaunee from the Degraded Cornerstone Column of the NRCs Action Matrix. The meeting notice and meeting presentation slides can be found in ADAMS as ML070670242 and ML070940395, respectively. A list of principle NRC and licensee meeting participants can be found in the attached to this letter.

The NRC began the meeting with an overview of the NRCs Reactor Oversight Program (ROP),

national ROP results, and the Action Matrix in general. This was followed by a discussion of the NRCs assessment of Kewaunees performance in calendar year 2006, which is documented in the March 2, 2007, End-of-Cycle assessment letter.

As requested in the March 2, 2007, End-of-Cycle assessment letter, the licensee responded to the NRCs assessment and specifically addressed their efforts to resolve the documented substantive cross-cutting issues in problem identification & resolution and human performance.

The licensee high-lighted recent examples that demonstrated the effectiveness of their corrective actions taken to address the substantive cross-cutting issues.

Before adjourning the meeting, the NRC provided the opportunity for members of the public to ask questions.
