STAFF REVIEW OF REVISED RESPONSES TO EA-07-195 ORDER FOR THE IMPLEMENTATION OF ADDITIONAL SECURITY MEASURES FOR KEWAUNEE POWER STATION INDEPENDENT SPENT FUEL STORAGE (TAC L24854)

By letter dated October 23, 2013, Dominion Energy Kewaunee INC (DEK) INC. submitted a letter to the U.S. Nuclear Regulatory Commission (NRC) (ADAMS: ML13298A021, SLES:

NS113033). The purpose of the letter was to describe that as a result of Kewaunee Power Station (KPS) permanently ceasing power operations and permanently defueling the reactor, and subsequent security program changes. DEK is revising the initial responses to the NRC Order (EA-07-195) for Additional Security Measures (ASMs) for the Physical Protection for KPS Independent Spent Fuel Storage Installation (ISFSI) that DEK submitted to the NRC by letter dated February 15, 2008 (NS107067).

NSIR staff has completed its review of the October 23, 2013 DEK revised responses to the ASMs. A Safety Evaluation Report (SER) was conducted to document the technical review of the revised responses to ASMs 1.a, 1.b, l.c, and 2.c to Section D of NRC Order EA-07-195.

This SER contains Safeguards Information (SGI) and is located in the NRCs Secure Local Area Network/Electronic Safe (SLES) under NS113071. Staff noted the October 23, 2013 letter described there are no changes to the DEK responses for the ASM Order for Access Authorization and Fingerprinting submitted to the NRC by letter dated February 15, 2008.

E. Benner Based on our review, we find that the revised responses for ASMs 1.a, 1.b, l.c, and 2.c of Section D to NRC Order EA-07-195 that were submitted in the DEK October 23, 2013 letter to be adequate and the KPS Physical Security Plan Revision 3 meets ASMs imposed by NRC Order EA-07-195.
